Summary:

ORDINANCE appropriating $1,252,810.07 out of Water & Sewer System Consolidated Construction Fund and approving and authorizing an Interlocal Agreement between the City of Houston and HARRIS COUNTY for Improvement to Tidwell Road from west of Greens Bayou to CE King Parkway; providing funding for CIP Cost Recovery relating to repairs to Tidwell Road from west of Greens Bayou to CE King Parkway financed by the Water & Sewer System Consolidated Construction Fund - DISTRICT B - DAVIS

Background:

SUBJECT:  Interlocal Agreement between the City of Houston and Harris County for improvement to Tidwell Road from west of Greens Bayou to CE King Parkway.

 

RECOMMENDATION: Adopt an ordinance approving and authorizing an Interlocal Agreement between the City of Houston and Harris County and appropriate funds.

 

PROJECT NOTICE/JUSTIFICATION: Harris County intends to construct improvements to Tidwell Road which necessitates the City’s 12-inch water line to be relocated.

 

DESCRIPTION:  This project consists of the design and construction of improvements to Tidwell Road from west of Greens Bayou to CE King Parkway, including the replacement of the bridge over Greens Bayou. The City has requested that the County remove and temporarily relocate the 12-inch water line, and construct   a new 16-inch water line to replace the existing 12-inch water line, in the area and on the south side of the new bridge.

 

LOCATION:  The project area is generally bound by Garret Road on the north, Green River on the south, Mesa on the east and Van Hut on the west. The project is located in Key Map Grids 456B,C.

  

SCOPE OF THE AGREEMENT AND FEE:  The City shall pay to the County the amount of the City Cost of $963,700.05 and any sum in excess thereof, within thirty (30) calendar days after receipt of the County Notification, after which time the County may proceed with construction as planned.

 

The total requested amount of $1,252,810.07 is to be appropriated as follows: $963,700.05 for cost of the project and $96,370.01 for CIP Cost Recovery and $192,740.01 for contingencies.

 

ESTIMATED FISCAL OPERATING IMPACT

No significant Fiscal Operating Impact is anticipated as a result of this project.

 

ACTION RECOMMENDED:  It is recommended that City Council adopt an ordinance approving and authorizing an Interlocal Agreement between the City of Houston and Harris County and appropriate funds.
