RECOMMENDATION from Director Houston Public Works for approval of final contract amount of $2,039,029.98 and acceptance of work on contract with REYTEC CONSTRUCTION RESOURCES, INC for FY15 Local Drainage Project Construction Contract 1 - 1.95% over the original contract amount - DISTRICTS B - DAVIS; DISTRICT C - COHEN; DISTRICT D - BOYKINS; DISTRICT E - MARTIN; DISTRICT G - TRAVIS; DISTRICT H - CISNEROS and DISTRICT I - GALLEGOS

Background:

SUBJECT: Accept Work for FY15 Local Drainage Project Construction Contract 1.

 

RECOMMENDATION: (SUMMARY) Pass a motion to approve the final Contract Amount of $2,039,029.98 or 1.95% over the original Contract Amount, accept Work and authorize final payment.

 

PROJECT NOTICE/JUSTIFICATION: This project was part of the Capital Improvement Plan (CIP) and is required to meet local storm water drainage system improvements and repairs citywide.

PREVIOUS HISTORY: The original contract was approved by October 22, 2018 by Ordinance 2014-0956. This project consisted of local storm water drainage system improvements citywide. It also addressed certain large-scale storm water drainage system repairs. The project was awarded to Reytec Construction Resources, Inc. with an Original Contract Amount of $2,000,000.00. The contract duration for this project was 730 calendar days.

LOCATION: The project areas are in various locations in Council Districts B, C, D, E, G, H & I.

CONTRACT COMPLETION AND COST: The Contractor, Reytec Construction Resources, Inc., has completed the work under the subject Contract. The project was completed on time with an additional 741 days approved by Change Order Nos. 2, 4 and 5. The final cost of the project, including overrun and underrun of estimated unit price is of $2,039,029.98 an increase of $39,029.98 or 1.95% over the original Contract Amount. The increase cost is a result of actual work and authorization scope. This increase is primarily the result of an overrun in various General Bid Items, which were necessary to complete the work authorizations.

 

M/WSBE PARTICIPATION: The advertised M/WBE contract goal for this project was 18.00%.  The Award M/WBE goal for this project was 18%.  The Actual goal for this project was 15.02%.  According to Office of Business Opportunity, contractor’s MWSDBE Contract Compliance performance evaluation was rated unsatisfactory.
