Summary:

RECOMMENDATION from Director Houston Public Works for approval of final contract amount of $9,295,646.44 and acceptance of work on contract with BOYER, INC for Upper Brays Sanitary Sewer Tunnel Liner Removal - 4.72% over the original contract amount and under the 5% contingency amount (WW5173) - DISTRICTS F - LE and G -TRAVIS 

Background:

SUBJECT: Accept Work for Upper Brays Sanitary Sewer Tunnel Liner Removal.

 

RECOMMENDATION: (Summary) Pass a motion to approve the final contract amount of $9,295,646.44, which is 4.72% over the original contract amount and under the 5% contingency amount, accept the work, and authorize final payment.

 

PROJECT NOTICE/JUSTIFICATION: Under this project, the contractor provided the removal of collapsed or dislodged existing plastic liner from a 108-inch sanitary sewer tunnel.

 

DESCRIPTION/SCOPE: This project consisted of removal of approximately 16,000 linear feet of collapsed or dislodged existing plastic liner from a 108-inch sanitary sewer tunnel. The project was awarded to Boyer, Inc. with an original contract amount of $8,876,300.00 The Notice to Proceed date was 07/13/2016 and the project had 730 calendar days for completion.

 

LOCATION: The project was located between the Westheimer West Belt junction box (Key Map 489V) at W. Sam Houston Parkway South and Westheimer. The tunnel runs west along Westheimer and turns south at W. Houston Center Blvd (Old Westheimer Road). The tunnel ends at the bypass shaft at the Upper Brays Lift Station (Key Map 489W).

 

CONTRACT COMPLETION AND COST: The contractor, Boyer, Inc., has completed the work under the contract. The contract was completed within the contract time with an additional 13 days approved by Change Order No. 1 and No. 2. The final cost of the project is $9,295,646.44, an increase of $419,346.44 or 4.72% over the original contract amount.

 

The final amount of this contract was affected by Change Orders No. 1, No. 2, No. 3, No. 8 and No. 9. Installation of stilling wells, removal and replacement of internal manhole drops, sealing of leaking joints in the tunnel, installation of manhole safety nets and additional material testing were needed and not anticipated.

 

MWDBE PARTICIPATION:  The MWDBE goal for this project was 9.00%. According to the Office of Business Opportunity, the actual participation was 9.68%. The contractor was awarded an Satisfactory rating from the Office of Business Opportunity.
