HHD - HIV/STD Routine Screening Contract Amendments

Summary:

ORDINANCE approving and authorizing 1) first amendment to contract between the City of Houston and HARRIS COUNTY HOSPITAL DISTRICT, d/b/a HARRIS HEALTH SYSTEM for routine HIV screening services, and 2) fourth amendment to contract between the City of Houston and THE UNIVERSITY of TEXAS HEALTH SCIENCE CENTER at HOUSTON for routine HIV screening services; amending Ordinance No. 2014-676, as amended, to increase the maximum contract amounts of the above agreements

Background:

The Houston Health Department (HHD) requests City Council approval of an ordinance authorizing a first amendment to a contract between the City of Houston and  Harris County Hospital District, D/B/A Harris Health System for Routine HIV Screening Services;  and authorizing a fourth amendment to  a contract between the City of Houston and The University of Texas Health Science Center at Houston for Routine HIV Screening Services; amending Ordinance NO. 2014-676, as amended, to increase the maximum contract  amounts of the above agreements.

 

The amendments will extend the terms of the contracts from December 31, 2018 through December 31, 2019. The total amount of funding increase is $389,918.00.  

 

Under these contracts Harris Health Systems and The University of Texas Health Science Center at Houston will continue to provide routine HIV opt-out screening services at their respective emergency rooms and health clinics. The routine screening program increases HHD's capacity to test the general population and screen those that may not normally be tested. The target population includes all individuals accessing emergency services ages 18-65. The existing protocol is known as  ACTS (Assess, Consent, Test, Support). Once a newly positive individual is identified, HHD ensures follow-up including notification of results, performance of Partner Counseling and Referral Services as well as linkage to HIV primary care services.

 

This program is grant funded by The Centers for Disease Control and Prevention (CDC).

 

HHD will be working with the Strategic Purchasing Division of the Finance Department to publish a Request for Proposals(RFP) for these services in 2019. The amendments will enable HHD to continue to provide services to the residents of Houston during the RFP process
