SUBJECT: Petition for the City’s consent to the addition of two tracts of land totaling 611.81 acres to Harris County Municipal Utility District No. 489 (Key Map No. 365 V, Z & 366 L, Q, S, T, W, X).
RECOMMENDATION: Petition for the City’s consent to the addition of two tracts of land totaling 611.81 acres to Harris County Municipal Utility District No. 489 be approved.
SPECIFIC EXPLANATION: Harris County Municipal Utility District No. 489 was created through the TCEQ in 2007, and currently consists of 884.62 acres within Harris County. The district is within the extraterritorial jurisdiction of the City and has petitioned the City for consent to add two tracts of vacant land totaling 611.81 acres, proposed be developed as single family and commercial development, to the district. The proposed annexation tract is located in the vicinity of Langham Creek, State Highway 99, Cypress Creek, and Fry Road. The addition of land to the district will not release it from the City’s extraterritorial jurisdiction.
The Utility District Review Committee has evaluated the application with respect to wastewater collection and treatment, potable water distribution, storm water conveyance, and other public services.
The District has a wastewater collection system. The annexation tract will be provided with wastewater treatment by the Harris County Municipal Utility District No. 418 Wastewater Treatment Plant No. 1. This regional plant also provides wastewater treatment to Harris County Municipal Utility District No. 418 and Harris County Municipal Utility District No. 419. Potable water is provided by the district via Harris County Municipal Utility District No. 418.
The nearest major drainage facility for proposed annexation tract 1 (566.15 acres) is Langham Creek which flows into Spring Creek, then to the San Jacinto River and finally into Lake Houston. This tract is partially within the 100 year floodplain (8.7%) and partially within the 500 year floodplain (9.2%). The nearest major drainage facility for proposed annexation tract 2 (45.66 acres) is Cypress Creek which flows to Spring Creek, then to the San Jacinto River and finally into Lake Houston. This tract is partially within the 100 year floodplain (17.2%) and partially within the 500 year floodplain (2.1%).
By executing the Petition for Consent, the district has acknowledged that all plans for the construction of water conveyance, wastewater collection, and storm water collection systems within the district must be approved by the City of Houston prior to their construction.
The Utility District Review Committee recommends that the subject petition be approved.
