RECOMMENDATION: (Summary)
Approve a Council Motion authorizing payment for appraisal services for the ACQUISITION OF EASEMENTS FOR 108-INCH WATER LINE ALONG CITY EASEMENTS FROM ALDINE WESTFIELD TO WILLIS STREET.
SPECIFIC EXPLANATION:
This project is part of the proposed Northeast Transmission Water Line (NETL), a multi-year undertaking which will provide treated surface water throughout the City and several water authority jurisdictions throughout the Houston area including, North Harris County Regional Water Authority (NHCRWA) and Central Harris County Regional Water Authority (CHCRWA). This project will aid in the City’s water source conversion from primarily groundwater to surface water in order to comply with the Harris-Galveston Coastal Subsidence District’s regulatory plan.
Valbridge Property Advisors was initially engaged to provide appraisal services for two (2) parcels at a total fee of $10,000.00. Valbridge Property Advisors was then engaged to appraise fifteen (15) more parcels at a total fee of $37,000.00. Thus, appraisal services for the first seventeen (17) parcels represent a total fee of $47,000.00. Valbridge Property Advisors has agreed to an Estimate of Fee and Commitment to Deliver to provide appraisal services for an additional eight (8) parcels for a fee of $20,000.00. The resulting cost of appraisal services for all twenty-five (25) parcels totals $67,000.00.
Since the total cost of appraisal services will exceed the spending authority threshold set by state law, it is recommended that authority be given through Council Motion to APPROVE and AUTHORIZE payment of $67,000.00 to Valbridge Property Advisors for the cost of appraisal services associated with the acquisition of parcels for the ACQUISITION OF EASEMENTS FOR 108-INCH WATER LINE ALONG CITY EASEMENTS FROM ALDINE WESTFIELD TO WILLIS STREET.
