Summary:

ORDINANCE appropriating $59,546.86 out of Water & Sewer System Consolidated Construction Fund to an Advance Funding Agreement between the City of Houston and the TEXAS DEPARTMENT OF TRANSPORTATION for the Voluntary Utility Relocation Contributions on State Highway Improvement Projects from FM 525 from Lee Road to US 59; providing funding for CIP Cost Recovery relating to construction of facilities financed by the Water & Sewer System Consolidated Construction Fund - DISTRICT B - DAVIS

Background:

SUBJECT:  Advance Funding Agreement between the City of Houston and Texas Department of Transportation (TxDOT) for the Voluntary Utility Relocation Contributions on State Highway Improvement Projects for FM 525 from Lee Road to US 59.

 

RECOMMENDATION: Adopt an ordinance approving and authorizing an Advancing Funding Agreement between the City of Houston and TxDOT and appropriate funds.

 

PROJECT NOTICE/JUSTIFICATION: The State has deemed it necessary to make certain highway improvements to FM 525.  The improvements to this section of FM 525 will necessitate the relocation and adjustment of a sanitary sewer line.

 

DESCRIPTION: The City’s sanitary sewer line will be relocated during construction by this TxDOT project.

 

LOCATION:  The project area is generally bound by Edwards Drive on the north, Aldine Bender Drive on the south, US 59 on the east and Vickery Drive on the west. The project is located in Key Map Grids 374Z and 375W.

 

SCOPE OF THE AGREEMENT AND FEE: TxDOT has submitted a total cost estimate for the utility relocation in the amount of $44,108.78. The City will be responsible for 100% of the estimated relocation cost. The total requested amount of $59,546.86 is to be appropriated as follows: $44,108.78 for the cost of the project and $6,616.32 CIP Cost Recovery and $8,821.76 for contingencies.

 

FISCAL NOTE

No significant Fiscal Operating Impact is anticipated as a result of this project.

 

ACTION RECOMMENDED: It is recommended that City Council adopt an ordinance approving and authorizing an Advance Funding Agreement between the City of Houston and TxDOT and appropriate funds.
