Summary:

RECOMMENDATION from Director General Services Department for approval of final contract amount of $1,047,900.00 and acceptance of work on contract with HOUSING AND LAND DEVELOPMENT CORP. dba IKLO CONSTRUCTION for Lansdale Park and Crain (E.L.) Park Improvements - 5% over the original contract amount and within the approved 5% contingency amount - DISTRICT J - LASTER

Background:

RECOMMENDATION: The General Services Department recommends approval of final contract amount of $1,047,900.00 and acceptance of work on contract with Housing and Land Development Corp. dba IKLO Construction for Lansdale Park and Crain (E.L.) Park Improvements – 5% over the original contract amount and within the approved 5% contingency.

SPECIFIC EXPLANATION: The General Services Department recommends that City Council approve the final contract amount of $1,047,900.00 or 5% over the original contract amount, accept the work and authorize final payment to Housing and Land Development Corp. dba IKLO Construction for construction services relating to Lansdale Park and Crain (E.L.) Park Improvements for the Houston Parks and Recreation Department.

PROJECT LOCATIONS:

Lansdale Park      8201 Roos Road (530K)  District J
Crain (E.L.) Park  9051 Triola Lane (530J)   District J

PROJECT DESCRIPTIONS:
Lansdale Park: constructed a new splash pad with associated water service and drainage; replaced entry sidewalk; installed new lighting; provided tree planting with associated irrigation; and installed picnic tables and benches.

Crain (E.L.) Park: demolished asphalt trail and asphalt pad; provided grading and detention; constructed a new concrete trail and entry plaza; upgraded the swing set area; provided tree planting with associated irrigation; and installed picnic tables and benches.

M2L Associates, Inc. was the design consultant for this project.

CONTRACT COMPLETION AND COST: The contractor completed the project within 396 days: the original contract time of 210 days, plus 186 days approved by Change Orders. The final cost of the project including Change Orders is $1,047,900.00, an increase of $49,900.00 over the original contract amount.

PREVIOUS CHANGE ORDERS: Change Orders 1-6 reconfigured storm drainage and electrical connections, provided irrigation upgrades and water tap, replaced a portion of concrete sidewalk and entry area, removed and deposed concrete rubble from the pool demolition at Lansdale Park; and refinished existing benches, relocated the water meter and provided new waterline and drainage pipes under sidewalks at Crain (E.L.) Park.

M/W/SBE PARTICIPATION: This contract is exempt from the M/WBE subcontracting provisions because the value of the contract did not exceed the threshold of $1 million required for a goal oriented contract as provided in §15-82 of the Houston Code of Ordinances.
