S17-T24101.A2 – Approve a second amendment to Ordinance No. 2012-836 passed on September 19, 2012 (as amended by Ordnance No. 2017-0724, passed on September 20, 2017) to extend the contract term from September 24, 2018 to March 24, 2019 for the contract no. 4600011794 between the City of Houston and PropertyRoom.Com for the sale and disposal of abandoned personal property for the Houston Police Department.
Specific Explanation:
The Chief of the Houston Police Department and the Chief Procurement Officer recommend that City Council approve an ordinance authorizing a second amendment to extend the contract term from September 24, 2018 to March 24, 2019 for the contract between the City of Houston and PropertyRoom.Com for the sale and disposal of abandoned personal property for the Houston Police Department (HPD).
The original contract was awarded on September 19, 2012 by Ordinance No. 2012-836, for a three-year term, with two one-year options. On September 20, 2017 amending Ordinance No. 2017-0724 was approved to extend the contract term from September 25, 2017 to September 24, 2018. The contract term extension is being requested to allow sufficient time to complete the request for proposal process to execute a new contract for the sale and disposal of abandoned personal property.
The scope of work requires the contractor to provide all labor, materials, equipment and supervision to assist the City in auctioning the Houston Police Department Property Room's unclaimed personal property deemed abandoned in accordance with Article 18.17 of the Texas Code of Criminal Procedure and any surplus property, including cell phones, etc. The Contractor lists all personal property identified by HPD on its auction web site, www. PropertyRoom.Com, or similar sites operated by Contractor, and accept bids from the public for items listed. The City will provide a link on its web-site to Contractor's web-site where personal property is listed for sale.
