The Houston Parks and Recreation Department (HPARD) requests Council approval to apply, accept and expend grant funds from the Texas Parks and Wildlife Department (TPWD) Urban Outdoor Recreation local grant program for a project at Edgewood Park.
Edgewood Park is an 11-acre, community park located at 5803 Bellfort, Houston TX, 77033. The proposed scope of work includes playground, sprayground, shade cover, walking trail loop, and exercise area.
HPARD is requesting $1,000,000.00 in grant assistance for improvements to the outdoor recreation areas at Edgewood Park. The City’s required $1,000,000.00 cash match is programmed in the current adopted Capital Improvement Plan. The source of funds is the Parks Consolidated Construction Fund (4502) and the Parks and Recreation Dedication Fund (4035). A separate request for council action to appropriate the funds will be presented with the request to award the design and the construction contracts.
HPARD also requests City Council to authorize the Director or his designee to act as the City's representative in the application process with the authority to apply, accept and expend all supplemental awards, if any, to extend the budget period, and to authorize the Mayor to execute all related contracts, agreements and amendments in connection with this grant not to exceed five years, if applicable, with the approval of the City Attorney.
The grant application must be submitted to TPWD by October 1, 2018. Grant awards will be announced in Spring 2019.
