RECOMMENDATION: The General Services Department recommends approval of final contract amount of $218,478.83 and acceptance of work on contract with DNB Enterprises, Inc. for Hermann Park - 4.32% under the original contract amount and under the 10% contingency.
SPECIFIC EXPLANATION: The General Services Department recommends that City Council approve the final contract amount of $218,478.83 or 4.32% below the original contract amount, accept the work and authorize final payment to DNB Enterprises, Inc. for construction services in connection with the Underground Storage Tank Removal, Remediation, and Aboveground Storage Tank Installation at Hermann Park Maintenance Facility for the Houston Parks and Recreation Department.
PROJECT LOCATION: 6520 Almeda Road, Houston, Texas (Key Map 533-F)
PROJECT DESCRIPTION: The project removed one 1,000-gallon gasoline underground storage tank (UST), one 1,000-gallon diesel UST, and associated appurtenances; installed one 5,000-gallon two-compartment aboveground storage tank (AST); performed concrete saw-cutting, removal, and disposal; disposed of aqueous liquid and excavated soil; backfilled and compacted the excavation; and completed pour-back of concrete.
CONTRACT COMPLETION AND COST: The contractor completed the project within 240 days: the original contract time of 120 days, plus 120 days approved by Change Orders. The final cost of the project including Change Orders is $218,478.83, a decrease of $9,871.67 below the original contract amount
PREVIOUS CHANGE ORDER: Change Orders Nos.1-3 provided a modification to install concrete foundations under the AST saddles to level and raise final elevation to meet permit requirements; supplied a temporary fueling tank during extended 500-year floodplain permit review and provided additional surveying and permitting efforts to meet floodplain requirements; furnished steel plates over utility trench to maintain traffic flow; changed sub pumps and stingers from black pipe to stainless steel to prevent corrosion; supplied and installed five additional protective bollards to meet HFD requirements; supplied and installed a dry disconnect valve; and provided credits to the City for materials and work not required to complete the project.
M/W/SBE PARTICIPATION: This contract is exempt from the M/WBE subcontracting provisions because the value of the contract did not exceed the threshold of $1 million required for a goal-oriented contract as provided in §15-82 of the Houston Code of Ordinances.
