Summary:

ORDINANCE appropriating $1,147,700.00 out of Water & Sewer System Consolidated Construction Fund as an additional appropriation to Professional Engineering Services Contract between the City of Houston and JONES & CARTER, INC for Lift Station Renewal and Replacement Project (as approved by Ordinance No. 2014-0595); providing funding for CIP Cost Recovery relating to construction of facilities financed by the Water & Sewer System Consolidated Construction Fund - DISTRICT D - BOYKINS

Background:

SUBJECT: Additional Appropriation to Professional Engineering Services Contract between the City and Jones & Carter, Inc., for Lift Station Renewal and Replacement.

 

RECOMMENDATION: (SUMMARY) Approve an ordinance appropriating additional funds to the Professional Engineering Services Contract with Jones & Carter, Inc.

 

PROJECT NOTICE/JUSTIFICATION: This project is part of the City’s ongoing program to upgrade its wastewater lift station facilities.

DESCRIPTION/SCOPE: This project consists of professional engineering services for Scott #1 Lift Station as defined and approved by Technical Review Committee for Phase II - final design and Phase III – Construction Phase Services recommendation of improvements.

LOCATION: The project area is located at 3100 Scott Street. The project is located in Key Map Grid 493 Z.

PREVIOUS HISTORY AND SCOPE:  City Council approved the original Contract on June 11, 2014 under Ordinance No. 2014-0595. The scope of services under the Original Contract consisted of the evaluation of Scott #1, Texas Ave., Eddington and Brock Lift Stations and recommendations for improvements.  Under this Contract, the consultant preliminary evaluated Scott #1, Eddington and Brock Lift Stations and made recommendations for improvements. During the preliminary design phase of the project, The Consultant submitted a Preliminary Engineering Report (PER) that defined rehabilitation improvements and the Technical Review Committee agreed to split the project into two separate design/construction packages – one for the work at Brock and Eddington Lift Stations, and second for the work at the Scott #1 Lift Station.

SCOPE OF THIS ADDITIONAL APPROPRIATION AND FEE:  The requested additional appropriation will accomplish the following tasks: The consultant will perform Phase II – Final design, Phase III – Construction Phase Services and Additional Services. A fee of $918,569.00 is budgeted for Basic Services and $124,718.00 for Additional Services.  The Additional Services are anticipated to include surveying and geotechnical investigations.  

 

The total requested appropriation is $1,147,700.00 to be appropriated as follows: $1,043,287.00 for contract services and $104,413.00 for CIP Cost Recovery.

  

PAY OR PLAY PROGRAM: The proposed contract requires compliance with the City’s ‘Pay or Play’ ordinance regarding health benefits for employees of City contractors. In this case, the Contractor provides health benefits to eligible employees in compliance with City policy.

 

M/WBE PARTICIPATIONThe M/WBE goal established for this project is 24%. The original Contract amount totals $1,024,747.00. The Consultant has been paid $763,354.07 (74.49%) to date. Of this amount, $201,984.00 (26.46%) has been paid to M/WBE sub-consultants to date. Assuming approval of the requested additional appropriation, the contract amount will increase to $2,068,034.00. The Consultant proposes the following plan to meet the M/WBE goal.
