SUBJECT: Accept Work for Rehabilitation of Distribution Pumps, Motors, Valves, Piping and Pump Station Buildings at Various Facilities - Package B.
RECOMMENDATION: (SUMMARY) Pass a motion to approve the final Contract Amount of $6,460,866.79 or 2.86% under the original Contract Amount, accept the Work and authorize final payment.
PROJECT NOTICE/JUSTIFICATION: This project was part of the City's improvements of various groundwater treatment plants and is required to meet the Texas Commission on Environmental Quality regulations. This project also improved the operation, maintenance and reliability of the plants.
DESCRIPTION/SCOPE: This project consisted of various improvements at four existing groundwater treatment plants and pumping facilities including replacement of pumps, motors, valves, piping and buildings, electrical improvements and SCADA upgrades. Klotz Associates, Inc. designed the project with 550 calendar days allowed for construction. The project was awarded to Industrial TX Corp. with an original Contract Amount of $6,650,780.00.

CONTRACT COMPLETION AND COST: The Contractor, Industrial TX Corp., has completed the work under the subject Contract. The project was completed beyond the established completion date with an additional 176 days approved by Change Order Nos. 2, 3, 4 and 5. The final cost of the project, including overrun and underrun of estimated unit price quantities and previously approved Change Order Nos. 1 and 5, is $6,460,866.79, a decrease of $189,913.21 or 2.86% under the original Contract Amount. The decreased cost is a result of the difference between planned and measured quantities.
M/WSBE PARTICIPATION: The advertised M/WBE contract goal for this project was 20.00%. The M/WBE plan established for this project was 31.32%. According to the office of Business Opportunity, the participation was 23.86%. Contractor's M/WBE performance evaluation was rated Satisfactory based on their efforts.
