S79-E26672 – Approve various awards, as shown below, in the amount not to exceed $1,454,029.96 for the purchase of Forklifts and Manlifts through the Interlocal Agreement for Cooperative Purchasing with the Texas Local Government Purchasing Cooperative (Buyboard) and the Houston-Galveston Area Council (H-GAC) for the Various Departments.
Specific Explanation:
The Director of the Fleet Management Department and the Chief Procurement Officer recommend that City Council approve an award for the purchase of various forklifts and manlifts in the total amount of $1,454,029.96 through the Interlocal Agreement for Cooperative Purchasing with the Texas Local Government Purchasing Cooperative (Buyboard) and the Houston-Galveston Area Council (H-GAC) for various departments and that authorization be given to issue a purchase order to the contractors as shown below. These forklifts and manlifts will be used for various projects throughout the City of Houston. The funding for these forklifts and manlifts is included in the adopted FY19 Equipment Acquisition Plan.
HGAC Contractors
Doggett Heavy Machinery Services, LLC: Approve the purchase of two (2) 4,000 lbs. capacity liquid petroleum gas (LPG) powered forklifts, two (2) 15,500 lbs. capacity diesel powered forklifts, five (5) skid steer loaders with pneumatic tires, and one (1) 3,000 lbs. minimum capacity electric powered stockpicker truck forklift in the amount of $398,517.00.
Briggs Equipment, Inc.: Approve the purchase of five (5) 3,500 lbs. capacity electric powered forklifts, seven (7) 6,000 lbs. capacity straight mast rough terrain forklifts, three (3) 6,000 lbs. diesel powered forklift with electric ignition, one (1) self-propelled telescopic lift, two (2) 5,000 lbs. capacity liquid petroleum gas (LPG) operated pneumatic forklifts, and two (2) 6,000 lbs. minimum capacity electric powered stockpicker truck forklift in the amount of $1,055,512.96.
These forklifts come with a twelve (12) month or 2,000 operating hours warranty. The manlift comes with a one-year warranty on parts and labor as well as a three (3) year warranty on hydraulics.

Hire Houston First:
This procurement is exempt from the City’s Hire Houston First Ordinance. Bids were not solicited because the department is utilizing an Interlocal or Cooperative Purchasing agreement for this purchase.
Fiscal Note:
Funding for this item is included in the FY19 Adopted Budget. Therefore, no Fiscal Note is required as stated in the Financial Policies.
