Specific Explanation:
The Chief of the Houston Fire Department and the Chief Procurement Officer recommend that City Council approve various awards, as shown below, in the amount not to exceed $2,263,794.09 for portable construction maintenance equipment for the Houston Fire Department. It is further requested that authorization be given to make purchases, as needed, for a thirty-six month period, with two one-year options. These awards will be utilized by the Department to provide adequate water supply and delivery for fire suppression efforts citywide.
This project was advertised in accordance with the requirements of the State of Texas bid laws. Four prospective bidders downloaded the solicitation document from SPD’s e-bidding website, and four bids were received as outlined below:

This bid was issued with an 11% goal for M/WBE participation. Jets Fire & Safety, Inc. dba Delta Industrial Service & Supply and Nevada Pacific, Inc. submitted Good Faith Efforts requests to the Office of Business Opportunity, which were approved. Therefore, they will not be required to meet the 11% M/WBE goal.
Hire Houston First:
The proposed award requires compliance with the City’s 'Hire Houston First' (HHF) ordinance that promotes economic opportunity for Houston businesses and supports job creation. In this case, Jets Fire & Safety, Inc. dba Delta Industrial Service & Supply and Nevada Pacific, Inc. do not meet the requirements for HHF designations; no HHF firms were within three percent.

Funding for this item is included in the FY19 Adopted Budget. Therefore, no Fiscal Note is required as stated in the Financial Policies.
