SUBJECT: Accept Work for Metro Central, Upper Braes, White Oak and Kingwood West Wastewater Treatment Plant (WWTP) Improvements.
RECOMMENDATION: (SUMMARY) Pass a motion to approve the final Contract Amount of $4,241,291.19 or 3.47% under the original Contract Amount, accept the Work and authorize final payment.
PROJECT NOTICE/JUSTIFICATION: This project was part of the City’s program to improve inefficient components of the existing Wastewater Treatment Plant (WWTP) facilities.
DESCRIPTION/SCOPE: This project consisted of various improvements at Metro Central, Upper Braes, White Oak and Kingwood West Wastewater Treatment Plants including non-potable water system, electrical and pumps. Freese and Nichols, Inc., designed the project with 450 calendar days allowed for construction. The project was awarded to LEM Construction Company, Inc., with an original Contract Amount of $4,393,640.00.

CONTRACT COMPLETION AND COST: The Contractor, LEM Construction Company, Inc., has completed the work under the subject Contract. The project was completed within the original Contract time with an additional 11 days approved by Change Order No. 1. The final cost of the project, including overrun and underrun of estimated unit price quantities and previously approved Change Order No. 2 is $4,241,291.19, a decrease of $152,348.81 or 3.47% under the original Contract Amount. The decreased cost is a result of the difference between planned and measured quantities.
M/WSBE PARTICIPATION: The advertised M/WBE contract goal for this project was 18%. The M/WBE plan established for this project was 31.00%. According to Office of Business Opportunity, the participation was 28.02%. Contractor's M/WBE performance evaluation was rated Satisfactory.
