Background:

SUBJECT: Accept Work for Clear Brook City MUD Pressure Reducing Valve Station on Scarsdale Boulevard East of Beamer Road.

RECOMMENDATION: (SUMMARY) Pass a motion to approve the final Contract Amount of $283,774.56 or 4.47% under the original Contract Amount, accept the Work and authorize final payment.

PROJECT NOTICE/JUSTIFICATION: This project was part of the City’s Surface Water Transmission Program and is required to improve water distribution systems and to meet Harris-Galveston Coastal Subsidence District’s Legislative mandate to regulate the withdrawal of groundwater. This project helped control the water pressure on the City’s water line while fulfilling higher pressure demand for Clear Brook City MUD.

DESCRIPTION/SCOPE: This project consisted of a combination of 12-inch diameter water line construction and 10-inch Pressure Reducing Valve Station Installation on Scarsdale Boulevard East of Beamer Road within the City of Houston. Lockwood, Andrews, and Newnam, Inc. designed the project with 180 calendar days allowed for construction. The project was awarded to Huff & Mitchell, Inc. with an original Contract Amount of $297,048.00.

LOCATION: The project is located on Scarsdale Boulevard and East of Beamer Road. The project is located in the Key Map Grid 616G.

CONTRACT COMPLETION AND COST: The Contractor, Huff & Mitchell, Inc., has completed the work under the subject Contract. The project was completed beyond the established completion date with an additional 11 days approved by Change Order No. 1. The final cost of the project, including overrun and underrun of estimated unit price quantities and previously approved Change Order No. 2 is $283,774.56, a decrease of $13,273.44 or 4.47% under the original Contract Amount. The decreased cost is a result of the difference between planned and measured quantities.

M/WSBE PARTICIPATION: No City M/WBE participation goal was established for this project as the contract does not exceed the threshold of $1,000,000.00 required for a goal oriented contract per Section15-82 of the code of Ordinances.
