Summary:

ORDINANCE appropriating $232,000.00 out of Street & Traffic Control and Storm Drainage DDSRF as an additional appropriation to Professional Engineering Services Contract  between the City of Houston and ROBERT REID CONSULTING ENGINEERS, INC for Local Drainage Projects Negotiated Work Orders (Approved by Ordinance No. 2010-0320); providing funding for CIP Cost Recovery relating to construction of facilities financed by the Street & Traffic Control and Storm Drainage DDSRF

Background:

PROJECT NOTICE/JUSTIFICATION: This project is part of the Capital Improvement Plan and is required to provide professional engineering services to address local storm water drainage system improvements and repairs citywide.

 

DESCRIPTION/SCOPE:  Investigate and resolve localized storm water drainage problems that have been nominated for investigation by Street and Drainage Division, Storm Water Maintenance Branch.

 

LOCATION:  The project location and limit will be established by each work order.

 

PREVIOUS HISTORY and SCOPE:  The Contract was awarded by Council on april 28, 2010 under Ordinance No. 2010-0320.  The contract was supplemented by Council on April 27, 2011 under Ordinance No. 2011-0294 and on May 9, 2012 under Ordinance 2012-0440.   Under the terms of the Contract, the Consultant provided Project Screening (Preliminary Design).  Final Design and Construction Phase Basic Services for various Local Drainage Projects.  Additional funding is now required for additional nominated Local Drainage Projects.

 

SCOPE of this SUPPLEMENT and FEE:  The requested additional appropriation will accomplish the following tasks.  Project Screening (Preliminary Design), Final Design and Construction Phase Basic Services as defined in each Work Order.  The Basic Services and Additional Services fee for each Work Order will be defined depending on the extent of services required for each Work Order.  Additional Services include, but are not limited to, site assessment, surveying, geotechnical and environmental services.

 

The total cost of this appropriation is $232,000.00 to be appropriated as follows:  $200,000.00 for contract services and $32,000.00 for CIP Cost Recovery.

 

PAY or PLAY PROGRAM:  The proposed contract requires compliance with the City's 'Pay or Play' ordinance regarding health benefits for employees of City contractors.  In this case, the contractor has elected to pay into the Contractor Responsibility Fund in accordance with City policy.

 

M/WBE INFORMATION:  The M/WBE goal for this project is set at 15%. The original contract totals $400,000.00.  The consultant has been paid $371,368.81 (92.84%) to date.  Of this amount, $99,131.33 (26.69%) has been paid to M/WBE sub-consultants.  Assuming approval of the requested additional appropriation, the contract amount will increase to $600,000.00.  The Consultant proposes the following program to meet the M/WBE goal:
