ORDINANCE approving and authorizing first amendment to contract approved by Ordinance No. 2013-0818 for Interpreter and Closed-Captioned Services for the Deaf and Hearing-Impaired between the City of Houston and ANTONIO RICARDO LACSAMANA and KERRY LEE LACSAMANA dba NIGHTINGALE INTERPRETING SERVICES (Formerly known as NIGHTINGALE REHABILITATION, INC)

Background:

S30-Q24350.A1 - Approve a first amendment to Ordinance No. 2013-818 passed on September 18, 2013 to extend the contract term from September 23, 2018 to September 22, 2019 for contract no. 4600012264 between the City of Houston and Antonio Ricardo Lacsamana and Kerry Lee Lacsamana dba Nightingale Interpreting Services (formerly known as Nightngale Rehabilitation, Inc.) for interpreter and closed-captioned services for the deaf and hearing impaired for Various Departments. 

 

Specific Explanation:

The Chief Procurement Officer recommends that City Council approve an ordinance authorizing a first amendment to the contract between the City of Houston and  Antonio Ricardo Lacsamana and Kerry Lee Lacsamana dba Nightingale Interpreting Services (formerly known as Nightngale Rehabilitation, Inc.) to extend the contract term from September 23, 2018 to September 22, 2019 for interpreter and closed-captioned services for the deaf and hearing impaired for Houston Police Department and Department of Neighborhoods.

 

The  original contract was awarded on September 18, 2013 by Ordinance No. 2013-818, for a three-year term, with two one-year options in the original amount of $440,900.00.  Expenditures as of August 3, 2018 totaled $131,644.00.  The contract extension shall allow services to continue until a new  contract is awarded.  All other terms and conditions of the contract shall remain the same.

 

The scope of work requires the contractor to provide complete interpreter and closed-captioning services for the deaf and/or hearing impaired citywide, including at law enforcement settings/investigations.  The contractor is require to provide Level II, IV and V State-certified qualified interpreters to respond 24 hours a day, 7 days a week, as required by the Departments.  The contractor is also require to attend two to five Positive Interaction Programs divisional/civic meeting each month to facilitate communication between Houston Police Department and the deaf and hearing-impaired community.
