SUBJECT: Accept Work for Crosspoint Avenue, Fannin Street and West Orem Drive Panel Replacement Project.
RECOMMENDATION: (SUMMARY) Pass a motion to approve the final Contract Amount of $4,600,031.49 or 4.66% over the original Contract Amount, accept the Work and authorize final payment.
PROJECT NOTICE/JUSTIFICATION: This project was part of the City-Wide Panel Replacement Program and was required to improve and maintain a safe road surface and accessibility.
DESCRIPTION/SCOPE: This project provided for the resurfacing of Crosspoint Avenue from Kirby Drive to Fannin Street, Fannin Street from Old Spanish Trail to I-610, and West Orem Drive from Bathurst Drive to Almeda Road with concrete panel replacement along with the repair and improvements to curbs and accessible ramps. The project involved the design and construction of concrete base repair, and pavement markings as needed. GC Engineering, Inc. designed the project with 340 calendar days allowed for construction. The project was awarded to Main Lane Industries, Ltd. with an original Contract Amount of $4,395,333.00.
LOCATION: Crosspoint Avenue is generally bound by West Bellfort Street on the north, Holmes Road on the south, Fannin Street on the east and Kirby Drive on the west. The project area for Crosspoint Avenue is located in Key Map Grids 532U and 532V. The project area for Fannin Street is generally bound by Old Spanish Trail on the north, I-610 on the south, Knight Road on the east and Kirby Drive on the west. The project area for Fannin Street is located in Key Map Grids 532M, 532R and 532V. West Orem Drive is generally bound by US 90 on the north, W Fuqua Street on the south, Almeda Road on the east and Bathurst Drive on the west. The project area for West Orem Drive was located in Key Map Grids 572J, 572K and 572L.
CONTRACT COMPLETION AND COST: The Contractor, Main Lane Industries, Ltd., has completed the work under the subject Contract. The project was completed beyond the established completion date with an additional 35 days approved by Change Order No. 2. The final cost of the project, including overrun and underrun of estimated unit price quantities and previously approved Change Order No. 1 is $4,600,031.49, an increase of $204,698.49 or 4.66% over the original Contract Amount and under 5% contingency amount. The increased cost is a result of the difference between planned and measured quantities.
M/WSBE PARTICIPATION: The advertised M/WBE contract goal for this project was 19.00%. The M/WBE plan established for this project was 19.04%. According to Office of Business Opportunity, the participation was 34.80%. Contractor’s M/WBE performance evaluation was rated Satisfactory. M/WBE rating was reduced from Outstanding to Satisfactory because the prime failed to utilize three goal credit subcontractors and to follow the deviation process per the contract.
