Houston Public Library (HPL) recommends City Council approve an ordinance appropriating $300,000 out of the Library Special Revenue Fund for the administration of adult literacy services through the Mayor’s Office for Adult Literacy (MOAL)
The MOAL was established by Mayor Turner in June of 2018 and will focus on adult literacy and creating awareness of its impact on Houston’s economy, communities, families and individuals. MOAL will advocate for adult literacy and adult education causes and providers in the City of Houston, develop partnerships to leverage resources, and advise on public policies that place adults on a pathway to improve their lives. The MOAL offices will be located in the Julia Ideson Building. Operations will be managed by HPL, with staff reporting to the HPL Director or her designee.
Funding for the MOAL will be established as a separate cost center in the Library Special Revenue Fund with an initial $300,000 corporate donation from CITGO Petroleum Corp. to be used for office build-out, events, marketing and staff payroll. The Adult Literacy Fund will be sustained with funds raised through the Mayor’s Annual Literacy Breakfast, other fundraising efforts, and from general fund amounts that had been previously allocated to the Houston Center for Literacy. The funds will be used for the sole purpose of administrating adult literacy efforts through MOAL. This cost center will capture all transactions for and will be managed by the MOAL and overseen by HPL.
FISCAL NOTE
Funding for this item is not included in the FY2019 Adopted Budget. Therefore, a fiscal note is attached as stated in the Financial Policies.
