Summary:

ORDINANCE amending contract between the City of Houston and BAYLOR COLLEGE of MEDICINE for Professional Staffing Services for the Houston Fire Department Base Station to extend the term to March 31, 2019 and amending Ordinance No. 2013-1001, as amended by Ordinance 2016-0948 to increase the maximum contract amount for contract between the City of Houston and Baylor College of Medicine - $1,575,000.00 - General Fund

Background:

Approve a first amendment to Ordinance No. 2013-1001, passed on November 12, 2013  to extend the contract term from November 12, 2018 to March 31, 2019 and increase the maximum contract amount from $9,787,000.00 to $11,362,000.00 for the contract no. 4600012384 between the City of Houston and Baylor College of Medicine for professional staffing services for the Houston Fire Department.

Specific Explanation:

The Chief of the Houston Fire Department (HFD) and the Chief Procurement Officer recommend  that City Council approve an ordinance authorizing a first amendment to extend the contract term from November 12, 2018 to March 31, 2019 and increase the maximum contract amount from $9,787,000.00 to $11,362,000.00 for the contract between the city of Houston and Baylor College of Medicine for professional staffing services for the Houston Fire Department.

 

The original contract was awarded on November 12, 2013 by Ordinance No. 2013-1001, for a three-year term, with two one-year options in the original amount of $6,399,000.00.  On December 13, 2016 an amending Ordinance No. 2016-0948, was approved to increase the maximum contract amount to $9,787,000.00.  Expenditures totaled $9,722,808.14 as of August 8, 2018. In consideration for this contract term, the contractor has agreed to honor its five-year pricing and all other contract terms and conditions through March 31, 2019.  The Strategic Procurement Division has started the procurement of a new contract with an Invitation to Bid (ITB) and it is estimated that the new contract will be in effect by the end of March 2019.

 

The spending authority approved in Ordinance No. 2016-0948 was for the amount needed for the Base Station Agreement through Fiscal Year 2018.  Therefore, an increase to the maximum contract amount is needed to ensure the required services to maintain and administer the HFD Base Station continues for the remainder of the contract term and the extension to March 31, 2019.

 

The scope of work requires the contractor to provide all labor and supervision necessary to manage and administer the Base Station for the Houston Fire Department.  Contractor shall provide Certified Paramedics to staff the HFD's Base Station and supplemental on-line medical direction ("physician Coverage") for the HFD.

 

MWBE Participation:

Zero-Percentage Goal document approved by the Office of Business Opportunity.

 

Fiscal Note:

Funding for this item is included in the FY19 Adopted Budget.  Therefore, no Fiscal Note is required as stated in the Financial Policies.
