S80-E28708-B&H – Approve various award as shown below, in the amount not to exceed $10,327,256.00 for the purchase of police patrol vehicles through the Interlocal Agreement for Cooperative Purchasing with the Houston-Galveston Area Council (HGAC) and the Texas Local Purchasing Cooperative (Buyboard) for the Fleet Management Department on behalf of Houston Police Department.
Specific Explanation:
The Director of the Fleet Management Department and the Chief Procurement Officer recommend that City Council approve the purchase of two hundred forty-one (241) Ford Police Interceptors, one hundred (100) Chevrolet Impalas, twenty-nine (29) Ford Explorers, nine (9) Chevrolet Tahoe's and six (6) Chevrolet Silverado's through the Interlocal Agreements for Cooperative Purchasing with the Houston-Galveston Area Council (H-GAC) and the Texas Local Government Purchasing Cooperative (BuyBoard) in the amount not to exceed $10,327,256.00 for the Houston Police Department, and that authorization be given to issue purchase orders to the cooperative purchasing contractors as shown below. The funding for these units is included in the adopted FY19 Equipment Acquisition Plan.
BuyBoard Contractor:
Caldwell Country Ford: Approve the purchase of two hundred forty-one (241) Ford Police Interceptors in the amount of $6,979,760.00
Chastang Enterprises Inc DBA Chastang Ford: Approve the purchase of twenty-nine (29) Ford Explorers in the amount of $735,492.00
H-GAC Contractors:
Caldwell Country Chevrolet: Approve the purchase of one hundred (100) Chevrolet Impalas, nine (9) Chevrolet Tahoe's, and six (6) Chevrolet Silverado's in the amount of $2,612,004.00
The new gasoline powered vehicles will meet the EPA’s current emission standards for vehicles with gasoline engines. The new patrol vehicles will come with a full three-year warranty, and the life expectancy is seven years or 100,000 miles. These new patrol vehicles will replace existing vehicles that have reached their life expectancy and will be sent to auction for disposition.

Hire Houston First:
This procurement is exempt from the City’s Hire Houston First Ordinance. Bids/proposals were not solicited because the department is utilizing an Interlocal or Cooperative Purchasing Agreement for this purchase.

No significant Fiscal Operating impact is anticipated as a result of this project.
