Summary:

RECOMMENDATION from Director Houston Public Works for approval of final contract amount of $1,568,146.01 and acceptance of work on contract with P2MG, LLC for FY2013 Local Drainage Project Construction Work Order #2 - 4.54% over the original contract amount and under the 5% contingency

Background:

SUBJECT: Accept Work for FY2013 Local Drainage Project Construction Work Order #2.

 

RECOMMENDATION:  (SUMMARY) Pass a motion to approve the final Contract Amount of $1,568,146.01 or 4.54% over the original Contract Amount, accept the Work and authorize final payment.

 

PROJECT NOTICE/JUSTIFICATION:  This program was required to investigate and resolve existing localized storm water drainage problems reported by citizens.

 

DESCRIPTION/SCOPE:  This program provided professional engineering services and construction to address necessary local storm water drainage system improvements citywide.  It also addressed certain large-scale storm water drainage system repairs.  The project was designed with 730 calendar days allowed for construction. The project was awarded to P2MG, LLC with an original Contract Amount of $1,150,000.00.

  

LOCATION:  The project area was Citywide.  Work locations were anywhere within the City of Houston and its jurisdictional limits and were established by each work order.

CONTRACT COMPLETION AND COST:  The Contractor, P2MG, LLC, has completed the work under the subject Contract. The project was completed beyond the established completion date with an additional 1,038 days approved by Change Order Nos. 2 and 3. The final cost of the project, including overrun and underrun of estimated unit price quantities and previously approved Change Order Nos. 1 and 3 is $1,568,146.01, an increase of $68,146.01 or 4.54% over the original Contract Amount and under 5% contingency amount. The increased cost is a result of the difference between planned and measured quantities.

 

M/WSBE PARTICIPATION:  The advertised M/WBE contract goal for this project was 16%.  The M/WBE plan established for this project was 16%.  According to Office of Business Opportunity, the participation was 38.96%. Contractor’s M/WBE performance evaluation was rated Satisfactory based on its efforts.  The contractor’s rating was reduced from outstanding to satisfactory because it failed to make a good faith effort to utilize its SBE firms, Chief Solutions, Inc. and Lazer Construction Company, Inc.
