Summary:

ORDINANCE appropriating $284,394.00 out of Parks & Recreation Dedication Fund and $135,607.00 out of Parks Consolidated Construction Fund; awarding construction contract to McKENNA CONTRACTING, INC for Playground Fall Surface Replacements FY18; setting a deadline for the bidder's execution of the contract and delivery of all bonds, insurance and other required contract documents to the City; holding the bidder in default if it fails to meet the deadlines; providing funding for contingencies relating to construction of facilities financed by the Parks Consolidated Construction Fund - DISTRICTS A - STARDIG; B - DAVIS; C - COHEN; D - DAVIS; E - MARTIN; G - TRAVIS; H - CISNEROS and I - GALLEGOS

Background:

RECOMMENDATION: Award construction contract and appropriate funds for the project.

SPECIFIC EXPLANATION: The General Services Department recommends that City Council award a construction contract to McKenna Contracting, Inc. on its low bid amount of $400,000.00 to provide construction services for Playground Fall Surface Replacements FY18 for the Houston Parks and Recreation Department.

PROJECT DESCRIPTION: Remove existing fall surface material, filter fabric and drainage layer and replace with new engineered wood fiber, filter fabric, gravel drainage layer and wear mats at the 17 park sites listed above.

The contract duration for this project is 120 calendar days.

BIDS: The following three bids were received on March 1, 2018:

AWARD: It is recommended that City Council award the construction contract to McKenna Contracting, Inc. and appropriate funds for the project.

M/W/SBE PARTICIPATION: No M/W/SBE goal was established for this project because the construction cost did not exceed the threshold of $1M required for a goal-oriented contract as authorized by §15-82 of the Code of Ordinances.

PAY OR PLAY PROGRAM: The proposed contract requires compliance with the City's 'Pay or Play' Ordinance regarding health benefits for employees of City contractors. In this case, the contractor has elected to pay in compliance with City policy.

HIRE HOUSTON FIRST: The proposed contract requires compliance with the City’s “Hire Houston First” Ordinance that promotes economic opportunity for Houston businesses and supports job creation. In this case, the proposed contractor is a designated HHF company, but they were the successful awardee without application of the HHF preference.

CIP FISCAL NOTE: No significant Fiscal Operating impact is anticipated as a result of this project.
