Background:

SUBJECT: Interlocal Agreement between City of Houston and Harris County Flood Control District for a Drainage and Flood Control Study of Brick House Gully, Harris County Flood Control Unit No. E115-00-00.

 

RECOMMENDATION:  (Summary)

It is recommended that City Council pass an Ordinance approving and authorizing an Interlocal Agreement between the City of Houston and the Harris County Flood Control District.

 

PROJECT NOTICE/JUSTIFICATION:  Brickhouse Gully, Harris County Flood Control District Unit E115-00-00, is a tributary of White Oak Bayou.  It drains an area of 11.78 square miles in the City of Houston north of Hammerly Blvd, south of Tanner Road, and between Beltway 8 and US 290. Brickhouse Gully is a FEMA-studied stream that currently carries a 2-year level of service and is heavily developed with residential property.  Flooding has been occurring along the Gully causing significant damages to the adjacent residential properties.

 

The City of Houston has identified needs for paving and drainage improvements in the areas draining to Brickhouse Gully.  The Harris County Flood Control District has identified flooding downstream of Hollister along Brickhouse Gully due to low level of service.  Therefore, it is very beneficial to both governmental entities to enter into this Interlocal Agreement to develop an integrated drainage and flood reduction plan for Brickhouse Gully and its local drainage areas.

 

DESCRIPTION/SCOPE:  The study is intended to collect and review data, identify drainage improvement scenarios upstream of US 290, provide an estimate regarding the new level of service with improvement scenarios, and estimate any required mitigation volume for the proposed drainage scenarios.

 

SCOPE OF THIS AGREEMENT: The work order based single phase professional engineering services contract with HDR, Inc. was approved by Council on April 23, 2014 under Ordinance No. 2014-0350Under the terms of this Agreement, the City of Houston will lead the study and use HDR, Inc. to conduct the study. The City of Houston will pay for the study using previous appropriated funds in the contract with HDR, Inc. The total study cost is estimated to be $249,767.60.  The City of Houston’s obligation to this Agreement is 40% of the actual cost of the study and shall not exceed $99,883.80.  The Harris County Flood Control District will reimburse the City of Houston for 60% of the actual costs of the study up to but not to exceed $149,883.80.
