SUBJECT: Accept Work for 24-inch Water Line Replacement along W. Airport Blvd. from Fondren Road to Braewick Drive.
RECOMMENDATION: (SUMMARY) Pass a motion to approve the final Contract Amount of $2,540,794.66 or 1.98% under the original Contract Amount, accept the Work and authorize final payment.
PROJECT NOTICE/JUSTIFICATION: This project was part of the City's Surface Water Transmission Program. This program was required to improve existing water distribution systems and to meet Harris-Galveston Coastal Subsidence District's Legislative mandate to regulate the withdrawal of groundwater.
DESCRIPTION/SCOPE: This project consisted of the construction of approximately 3,800 linear feet of 24-inch water transmission line, valves, and appurtenances, including storm and pavement replacement along West Airport Boulevard from Fondren Road to Braewick Drive. It also included the rehabilitation of an existing aerial crossing at Harris County Flood Control District Channel D-140-00-00. Lockwood, Andrews & Newnam, Inc. designed the project with 250 calendar days allowed for construction. The project was awarded to Fused Industries, LLC (formerly known as Meiners Construction, LLC) with an original Contract Amount of $2,592,164.50.
LOCATION: The project is located along West Airport Boulevard from Fondren Road to Braewick Drive. The project is located in Key Map Grids 570 G and H.
CONTRACT COMPLETION AND COST: The Contractor, Fused Industries, LLC. has completed the work under the subject Contract. The project was completed beyond the established completion date with an additional 243 days approved by Change Order No. 1. The final cost of the project, including overrun and underrun of estimated unit price quantities is $2,540,794.66, a decrease of $51,369.84 or 1.98% under the original Contract Amount. The decreased cost is a result of the difference between planned and measured quantities.
M/WSBE PARTICIPATION: The advertised M/WBE contract goal for this project was 19.00%. The M/WBE plan established for this project was 30.26%. According to Office of Business Opportunity, the participation was 35.39%. Contractor’s M/WBE performance evaluation was rated Satisfactory. Prime failed to use a goal credit sub and did not remove the sub by deviation as required by contract. Therefore, the contractor was rated satisfactory based on their efforts.
