SUBJECT: Accept Work for Rehabilitation of Ground Water Wells (Package 1)
RECOMMENDATION: (SUMMARY) Pass a motion to approve the final Contract Amount of $2,673,991.96 or 0.42% under the original Contract Amount, accept the Work and authorize final payment.
PROJECT NOTICE/JUSTIFICATION: This project was part of the City’s program to upgrade and rehabilitate ground water production facilities and was required to meet the area’s water demand and to ensure compliance with the Texas Commission on Environmental Quality regulations.
DESCRIPTION/SCOPE: This project consisted of the rehabilitation of existing water wells to restore reduced pumping capacity from the wells due to wear of the pumps or plugging of the well screens. The rehabilitation efforts involved removing the pumping equipment from the wells, assessing the conditions of the wells, performing mechanical and chemical cleaning of the wells, repairing any structural damage to the wells and repair or replacement of the pumping equipment. The contract also had provisions for above ground piping and electrical repair, if needed. LBG Guyton Associates designed the project with 420 calendar days allowed for construction. The project was awarded to Alsay Incorporated with an original Contract Amount of $ 2,685,339.00.

CONTRACT COMPLETION AND COST: The Contractor, Alsay Inc., has completed the work under the subject Contract. The project was completed beyond the established completion date with an additional 101 days approved by Change Order Nos. 1 and 2. The final cost of the project, including overrun and underrun of estimated unit price quantities is $2,673,991.96, a decrease of $11,347.04 or 0.42% under the original Contract Amount. The decreased cost is a result of the difference between planned and measured quantities.
M/WSBE PARTICIPATION: The advertised M/WBE contract goal for this project was 11%. The M/WBE plan established for this project was 11%. According to Office of Business Opportunity, the participation was 13.18%. Contractor’s M/WBE performance evaluation was rated Satisfactory.
