Background:

 

SUBJECT: Petition for the City’s consent to the addition of three tracts of land totaling 109.5080 acres to Emerald Forest Utility District (Key Map No. 369 V, 369 R, 370 N, 370 S).  

 

RECOMMENDATION: Petition for the City’s consent to the addition of three tracts of land totaling 109.5080 acres to Emerald Forest Utility District be approved. 

 

SPECIFIC EXPLANATION: Emerald Forest Utility District was created through an act of the Texas Legislature in 1971, and currently consists of 638.6917 acres within Harris County. The district is within the extraterritorial jurisdiction of the City and has petitioned the City for consent to add three tracts of vacant land totaling 109.5080 acres, proposed be developed as industrial warehouse buildings, to the district. The proposed annexation tract is located in the vicinity of Windfern Road, Perry Road, FM 1960, and Gessner Road. The addition of land to the district will not release it from the City’s extraterritorial jurisdiction.

 

The Utility District Review Committee has evaluated the application with respect to wastewater collection and treatment, potable water distribution, storm water conveyance, and other public services.

 

The District has a wastewater collection system and treatment facility. The annexation tract will be provided with wastewater treatment by the Emerald Forest Utility District Wastewater Treatment Facility. Potable water is provided by the district.

 

The nearest major drainage facility for Emerald Forest Utility District is Greens Bayou, which flows into the Houston Ship Channel. The proposed annexation tract is within the 100 year floodplain (60%) and within the 500 year floodplain (25%).

 

By executing the Petition for Consent, the district has acknowledged that all plans for the construction of water conveyance, wastewater collection, and storm water collection systems within the district must be approved by the City of Houston prior to their construction.   

The Utility District Review Committee recommends that the subject petition be approved.
