SPD-MLK-08272017-001 PART 2 - Approve payment to Norred & Associates, Inc. to address emergency disaster recovery activities as a result of Hurricane Harvey for armed security services in the amount of $144,846.44 for the General Services Department.
Specific Explanation:
The Director of the General Services Department and the Chief Procurement Officer recommend that City Council approve payment to Norred & Associates, Inc. for armed security services in the amount of $144,846.44 to address emergency disaster recovery activities because of Hurricane Harvey. Security services were provided at various locations, including City Hall, City Hall Annex, Bob Lanier Public Works Building, BARC Administration Facility, the Herbert W. Gee Building, Jessie Jones Library, George R. Brown Convention Center, NRG Stadium, as well as many WIC Offices, multi-service centers and libraries located citywide.
Hurricane Harvey flood waters inundated and damaged many City facilities and offices, including security equipment. Norred & Associates, Inc. was needed to immediately mobilize and augment City security, as necessary, to insure security and safety at the flood compromised facilities. Norred & Associates, Inc. secured, monitored and facilitated access to the affected facilities by City personnel, the visiting public and the numerous contractors mobilized to perform emergency environmental remediation, cleanup and demolition services. Norred & Associates, Inc. also provided patrol officers and security services at the numerous shelters setup citywide for evacuees and flood displaced citizenry. Norred & Associates, Inc. was selected for best quality of service as the firm could provide immediate mobilization of licensed and qualified professionals to coordinate with City personnel to restore City facilities as soon as possible. Norred & Associates, Inc. completed its security services on September 9, 2017.
This is the final payment to Norred & Associates, Inc. in the amount of $144,846.44 . Partial payment to Norred & Associates, Inc. was previously approved on 04/25/2018, via Motion 2018-0209 in the amount of $187,299.03.
This recommendation was made pursuant to Chapter 252, Section 252.022 (a) (2) "a procurement necessary to preserve or protect the public health or safety of the municipality's residents" of the Texas Local Government Code for exempted procurements.
M/WBE Participation:
OBO approves the waiver of an M/WBE goal on this procurement because, as per Chapter 15 of the Code of Ordinance, a waiver is appropriate when a public or administrative emergency exists which requires the goods or services to be provided with unusual immediacy.
Hire Houston First:
The proposed procurement may be funded by a federal grant; therefore, exempt from “Hire Houston First” (HHF) ordinance that promotes economic opportunity for Houston Business and support job creation.
Disaster Recovery Note:
This item is related to the impact of Hurricane Harvey DR4332 and it is the City’s intent to seek reimbursement from the Federal Emergency Management Agency (“FEMA”) and other eligible sources for such expenditures.
