Summary:

ORDINANCE consenting to the addition of 487.49 acres of land to HARRIS COUNTY MUNICIPAL UTILITY DISTRICT NO. 504, for inclusion in its district

Background:

SUBJECT: Petition for the City’s consent to the addition of four (4) tracts of land totaling 487.49 acres to Harris County Municipal Utility District No. 504 (Key Map No. 376M, R & 377J, N).

RECOMMENDATION: Petition for the City’s consent to the addition of four (4) tracts of land totaling 487.49 acres to Harris County Municipal Utility District No. 504 be approved.

SPECIFIC EXPLANATION: Harris County Municipal Utility District No. 504 was created through the TCEQ in 2009, and currently consists of 494.18 acres within Harris County. The district is within the extraterritorial jurisdiction of the City and has petitioned the City for consent to add four (4) tracts of vacant land totaling 487.49 acres, proposed be developed as single family, multi-family, and commercial property, to the district. The proposed annexation tracts are located in the vicinity of Teakwood Springs Drive, Williams Gully, Rankin Road and Timber Forest Drive. The addition of land to the district does not release it from the City’s extraterritorial jurisdiction.

The Utility District Review Committee has evaluated the application with respect to wastewater collection and treatment, potable water distribution, storm water conveyance, and other public services.

The District has a wastewater collection system and treatment facility. The annexation tracts will be provided with wastewater treatment by Harris County Municipal Utility District No. 412 Wastewater Treatment Facility. This regional plant also provides wastewater treatment to Harris County Municipal Utility District No. 412 and Harris County Municipal Utility District No. 504.  Potable water is provided by the district.

The nearest major drainage facility for Harris County Municipal Utility District No. 504 is Williams Gully, which flows to Garners Bayou, and finally into the Houston Ship Channel. The proposed annexation tracts are not within the 100-year floodplain, or 500-year floodplain.

By executing the Petition for Consent, the district has acknowledged that all plans for the construction of water conveyance, wastewater collection, and storm water collection systems within the district must be approved by the City of Houston prior to their construction.

The Utility District Review Committee recommends that the subject petition be approved.
