The City Purchasing Agent recommends that City Council approve an amending ordinance authorizing a fourth amendment to the contract between the City of Houston and G4S Secure Solutions (USA) Inc. (formerly The Wackenhut Corporation) to extend the contract term from September 22, 2014 to September 21, 2015, include a fee schedule for the extended term, and increase the maximum contract amount from $42,718,060.52 to $47,718,060.52 for security guard services for the City of Houston.
The contract was awarded on June 17, 2009 by Ordinance No. 2009-572 for a three-year term, with two one-year options in an amount not to exceed $42,718,060.52 and was subsequently amended on June 8, 2011, by Ordinance No. 2011-444, to amend the contract fee schedule. A second amendment was approved on August 22, 2012, by Ordinance 2012-719, to amend the fee schedule to correct an error within the first amended fee schedule, and a third amendment was approved on December 19, 2012, by Ordinance 2012-1129, to amend the scope of work by adding security assessment services. Expenditures as of August 18, 2014 totaled $35,927,378.87
The current scope of work requires the contractor to provide all personnel, management, supervision, transportation, equipment, and incidentals necessary to provide professional security guard services for the General Services, Public Works & Engineering, Parks and Recreation, Municipal Courts, Houston Airport System and Houston Police Departments’ facilities. The contract extension shall allow services to continue until a new contract is awarded.
The contract was awarded with a 25% M/WBE participation goal and G4S Secure Solutions (USA) Inc. (formerly The Wackenhut Corporation) is currently achieving 27.37% of the required M/WBE goal. The Office of Business Opportunity will continue to monitor this contract to ensure maximum M/WBE participation.
