SUBJECT: Accept Work for Bringhurst Pedestrian Bridge Over UPRR
RECOMMENDATION: (SUMMARY) Pass a motion to approve the final Contract Amount of $2,217,468.19 or 5.10% under the original Contract Amount, accept the Work and authorize final payment.
PROJECT NOTICE/JUSTIFICATION: This project was part of the 2011 Discretionary Grant Programs, under the Railway/Highway Crossing Hazard Elimination in the High Speed Rail Corridor. The program was jointly administered by the Federal Railroad Administration and the Federal Highway Administration. The main purpose of the proposed bridge was to improve safety in the area and provide an alternative for crossing the railroad tracks.
DESCRIPTION/SCOPE: This project consisted of the construction of a concrete pedestrian bridge with ramps, drainage inlets, illumination and storm water drainage. The new storm sewer system included new manholes and drain to existing roadside open ditches. The project included the closing and establishment of dead-ends at Hailey, Brewster and Bringhurst Streets. The project also included channelization devices/vertical panel replacements on the north and south side of the existing UPRR right of way at Gregg Street. SES Horizon Consulting Engineers, Inc. designed the project with 365 calendar days allowed for construction. The project was awarded to John Reed and Company, LLC with an original Contract Amount of $2,336,637.00.
LOCATION: The project area is generally bound by Liberty Road on the north, Lyons Avenue on the south, Waco Street on the east and U.S. 59 on the west. The project is located in Key Map Grids 494B & 494F.
CONTRACT COMPLETION AND COST: The Contractor, John Reed and Company, LLC, has completed the work under the subject Contract. The project was completed within the established completion date with an additional 139 days approved by Change Order No. 1. The final cost of the project, including overrun and underrun of unit price quantities and previously approved Change Order No. 2 is $2,217,468.19, a decrease of $119,168.81 or 5.10% under the original Contract Amount. The decreased cost is a result of the difference between planned and measured quantities.
DBE PARTICIPATION: The advertised DBE contract goal for this project was 6.00% based on TxDOT’s guidelines. The DBE plan established for this project was 6.00%. According to Office of Business Opportunity, the participation was 5.25%. Contractor’s DBE performance evaluation was rated Satisfactory.
