Summary:

ORDINANCE consenting to the addition of 34.44 acres of land to HARRIS COUNTY MUNICIPAL UTILITY DISTRICT NO. 551, for inclusion in its district

Background:
SUBJECT: Petition for the City’s consent to the addition of three (3) tracts of land totaling 34.44 acres to Harris County Municipal Utility District No. 551 (Key Map No. 330V & Z).  

RECOMMENDATION: Petition for the City’s consent to the addition of three (3) tracts of land totaling 34.44 acres to Harris County Municipal Utility District No. 551 be approved. 

SPECIFIC EXPLANATION: Harris County Municipal Utility District No. 551 was created through the TCEQ in 2017, and currently consists of 44.60 acres within Harris County. The district is within the extraterritorial jurisdiction of the City and has petitioned the City for consent to add 34.44 acres of undeveloped land, proposed be developed as single family residential property, to the district. The proposed annexation tract is located in the vicinity of Cashel Glen Drive, Wunderlich Road, Mittlesteadt Road, and Stuebner Airline Road. The addition of land to the district does not release it from the City’s extraterritorial jurisdiction.

The Utility District Review Committee has evaluated the application with respect to wastewater collection and treatment, potable water distribution, storm water conveyance, and other public services.

The District has a wastewater collection system and treatment facility. The annexation tract will be provided with wastewater treatment by the Harris County Water Control Improvement and District No. 116 Wastewater Treatment Plant. This Regional plant also provides wastewater treatment to Harris County Water Control Improvement and District No. 116, and Heatherloch Municipal Utility District. Potable water is provided by Heatherloch Municipal Utility District Water Plant No. 1.

The nearest major drainage facility for Harris County Municipal Utility District No. 551 is Cypress Creek, which flows into Spring Creek then to San Jacinto River and finally Lake Houston.  The proposed annexation tract is not within the 100 or 500-year floodplain.

By executing the Petition for Consent, the district has acknowledged that all plans for the construction of water conveyance, wastewater collection, and storm water collection systems within the district must be approved by the City of Houston prior to their construction.   

The Utility District Review Committee recommends that the subject petition be approved.
