Specific Explanation:
The Chief of the Houston Fire Department and the Chief Procurement Officer recommend that City Council approve the sole bid received for the purchase of four (4) high-water rescue vehicles from General Truck Body Mfg. Company in the total amount of $319,012.00 for the Houston Fire Department (HFD), and that authorization be given to issue a purchase order. These new high-water rescue vehicles will by utilized by the department's personnel to perform high water rescue during flood situations throughout the City of Houston.
- Subsequent to receipt of the bid, the Strategic Procurement Division contacted potential bidders to determine the reason for the limited response to the ITB; the bidders stated that due to the type of equipment requested, they could not provide an equivalent product for consideration.
This project was advertised in accordance with requirements of the State of Texas bid laws. Four (4) prospective bidders downloaded the solicitation documents from the SPD's e-bidding website and one bid was received.
M/WBE Participation:
Zero-percent goal document approved by the Office of Business Opportunity.
Hire Houston First:
The proposed award requires compliance with the City's 'Hire Houston First' (HHF) ordinance that promotes economic opportunity for the Houston business and support job creation. In this case, General Truck Body Mfg. Company is a designated a HHF company, but they were the successful awardee without application of the HHF preference.

Funding for this item is included in the FY19 Adopted Budget. Therefore, no Fiscal Note is required.
