Summary:

RECOMMENDATION from Director Houston Public Works for approval of final contract amount of $11,666,658.28 and acceptance of work on contract with REYTEC CONSTRUCTION RESOURCES, INC for Pinemont Drive Paving and Drainage from Ella Boulevard to North Shepherd Drive - 7.24% under the original contract amount - DISTRICTS B - DAVIS and C - COHEN

Background:

SUBJECT:  Accept Work for Pinemont Drive Paving and Drainage from Ella Boulevard to North Shepherd Drive.

 

RECOMMENDATION: (SUMMARY) Pass a motion to approve the final Contract Amount of $11,666,658.28 or 7.24% under the original Contract Amount, accept the Work and authorize final payment.

 

PROJECT NOTICE/JUSTIFICATION:  This project was part of the Street and Traffic Capital Improvement Project (CIP) and was necessary to meet City of Houston Standards as well as improve traffic circulation, mobility, and drainage in the service area. Deterioration of existing pavement and future traffic volume required that the roadway be constructed.

DESCRIPTION/SCOPE:  This project consisted of the construction of approximately 6,400 linear feet of roadway widening to major thoroughfare standards. The proposed project improvements included a four-lane divided concrete roadway with curbs, an underground storm sewer system, sidewalks, street lights and necessary utilities. IDC, Inc. designed the project with 730 calendar days allowed for construction. The project was awarded to Reytec Construction Resources, Inc. with an original Contract Amount of $12,576,925.00.

LOCATION:  The project area is generally bound by West Tidwell Road on the north, West 43rd Street on the south, North Shepherd Drive on the east and Ella Boulevard on the west. The project is located in Key Map Grids 452 F, G & H.

CONTRACT COMPLETION AND COST:  The Contractor, Reytec Construction Resources, Inc., has completed the work under the subject Contract. The project was completed beyond the established completion date with an additional 4 days approved by Change Order No 2. The final cost of the project, including overrun and underrun of estimated unit price quantities and previously approved Change Order Nos. 1 and 3 is $11,666,658.28, a decrease of $910,266.72 or 7.24% under the original Contract Amount.  The decreased cost is a result of the difference between planned and measured quantities.

 

M/WSBE PARTICIPATION:  The advertised M/WBE contract goal for this project was 18%.  The M/WBE plan established for this project was 18%.  According to Office of Business Opportunity, the participation was 29.52%. Contractor’s M/WBE performance evaluation was rated Outstanding.
