SUBJECT: Adopt an Ordinance approving Additional Appropriation for Change Order No. 7 for Abandonment of Willow Run WWTP Flow diversion for W. Mount Houston & Rutherford Lift Stations.
RECOMMENDATION: Adopt an Ordinance approving Additional Appropriation of $220,493.60 for Abandonment of Willow Run WWTP Flow diversion for W. Mount Houston & Rutherford Lift Stations.
PROJECT NOTICE/JUSTIFICATION: This project is part of the City’s ongoing program to improve its wastewater infrastructure by consolidating wastewater facilities.
DESCRIPTION/SCOPE: The project included abandonment of two (2) lift stations and one (1) wastewater treatment plant by gravity diversion of the flow from these facilities to a regional lift station. The Project was award to S.J. Louis Construction of Texas, Ltd. with an original Contract Amount of $9,272,292.00.
LOCATION: The project area is generally bound by W. Mount Houston Road on the north, Victory Drive on the south, Veterans Memorial Drive on the east, and Ella Boulevard and Wheatley Street on the west. The project is located in Key Map Grids 412K, P & Q.
ADDITIONAL APPROPRIATON: An Approval is requested for an additional appropriation of $220,493.60 in excess of the original contract value and extension of 157 days of contract time for additional work described in Change Order No. 7, to incorporate design modifications, provide traffic control measures, resolve utility conflicts, and address contractor claims. This scope of work is necessary to complete the execution of this project due to the inspection results.
The requested appropriation will cover the additional work identified.
HIRE HOUSTON FIRST: The proposed contract requires compliance with the City's 'Hire Houston First' ordinance that promotes economic opportunity for Houston business and supports job creation. In this case, the proposed contractor does not meet the requirements of Hire Houston First; no Hire Houston First firms were within three percent.
PAY OR PLAY PROGRAM: The proposed contract requires compliance with the City’s ‘Pay or Play’ ordinance regarding health benefits for employees of City contractors. In this case, the Contractor provides health benefits to eligible employees in compliance with City policy.
M/WBE PARTICIPATION: The M/WBE goal established for this contract is 20%. The original Contract approved by Ordinance No. 2014-0673 is in the amount of $9,272,292.00. Assuming approval of the Change Order No. 7, the Contract amount will increase to $9,492,785.60. According to Office of Business Opportunity, the Contractor's to date MWBE/SBE performance is 18.2%.
FISCAL NOTE: No significant Fiscal Operating impact is anticipated as a result of this project.
