Summary:

ORDINANCE consenting to the addition of 3.7246 acres of land to WEST HARRIS COUNTY MUNICIPAL UTILITY DISTRICT NO. 2, for inclusion in its district

Background:

 

SUBJECT: Petition for the City’s consent to the addition of 3.7246 acres to West Harris County Municipal Utility District No. 2 (Key Map No. 445 Q, T, U).  

 

RECOMMENDATION: Petition for the City’s consent to the addition of 3.7246 acres to West Harris County Municipal Utility District No. 2 be approved. 

 

SPECIFIC EXPLANATION: West Harris County Municipal Utility District No. 2 was created through the TCEQ in 1975, and currently consists of 529.17 acres within Harris County. The district is within the extraterritorial jurisdiction of the City and has petitioned the City for consent to add 3.7246 acres of developed and vacant land to the district. Currently, there are two storage units on the property with plans to expand the existing development of commercial property. The proposed annexation tract is located in the vicinity of Franz Road, SH-99, Morton Ranch Road, and John Crump Lane. The addition of land to the district does not release it from the City’s extraterritorial jurisdiction.

 

The Utility District Review Committee has evaluated the application with respect to wastewater collection and treatment, potable water distribution, storm water conveyance, and other public services.

 

The District has a wastewater collection system. The annexation tract will be provided with wastewater treatment by the Williamsburg Regional Sewage Authority. This regional plant also provides wastewater treatment to Harris County Municipal Utility District No. 61, Harris County Municipal Utility District No. 62, Harris County Municipal Utility District No. 63, Harris County Municipal Utility District No. 64, Harris County Municipal Utility District No. 65, and West Harris County Municipal Utility District No. 5. Potable water is provided by the district.

 

The nearest major drainage facility for West Harris County Municipal Utility District No. 2 is Mason Creek, which flows into Buffalo Bayou, and finally into the Houston Ship Channel. The proposed annexation tract is not within the 100 or 500 year floodplain.

 

By executing the Petition for Consent, the district has acknowledged that all plans for the construction of water conveyance, wastewater collection, and storm water collection systems within the district must be approved by the City of Houston prior to their construction.   

 

The Utility District Review Committee recommends that the subject petition be approved.
