RECOMMENDATION: Award construction contract and appropriate funds for the project.
SPECIFIC EXPLANATION: The General Services Department recommends that City Council award a construction contract to Progressive Commercial Aquatics, Inc. on its low bid amount of $98,975.00 to provide construction services for pool mechanical renovations at Metropolitan Multi-Service Center for the Houston Parks and Recreation Department.
PROJECT LOCATION: 1475 W. Gray St (492-R)
PROJECT DESCRIPTION: The scope of work consists of removing pumps, filters, heaters, pipe, and fittings as necessary to allow installation of new pool mechanical equipment; cutting and capping existing electrical conduit and abandoning it in place; installing all electrical equipment including: filter pump, pool heater, variable frequency drive, and ultra-violet sanitation system; installing all plumbing connections including filter backwash plumbing connection and heater natural gas connection; installing sand filters and housekeeping pads; installing all plumbing and fasteners as specified in the construction drawings
The contract duration for this project is 90 calendar days. Waterscape Consultants, Inc. is the design consultant for this project.

M/W/SBE PARTICIPATION: An M/W/SBE goal was not established for this contract because the construction cost did not exceed the threshold of $1M required for a goal-oriented contract as authorized by Code of Ordinances §15-82.
HIRE HOUSTON FIRST: The proposed contract requires compliance with the City’s “Hire Houston First” Ordinance that promotes economic opportunity for Houston businesses and supports job creation. In this case, the proposed contractor meets the requirements of Hire Houston First.
CIP FISCAL NOTE: No significant Fiscal Operating impact is anticipated as a result of this project.
