PROJECT NOTICE/JUSTIFICATION: This project was part of the city's Water Line Replacement Program and was required to replace and upgrade water lines within the City to increase availability to water, improve circulation and fire protection.
DESCRIPTION/SCOPE: This project consisted of the construction of approximately 27,399 linear feet of 4-inch, 6-inch, 8-inch and 12-inch diameter water lines, valves and appurtenances. Isani Consultants, L.P. designed the project with 240 calendar days allowed for construction. The project was awarded to DCE Construction, Inc. with original Contract amount of $1,902,660.00.
LOCATION: This project is generally bounded by Halls Bayou on the north, Topping Street on the south, Hirsch Road on the east, the Eastex Freeway (US 59) on the west. The project located in various Key Map Grids 414 Y & Z, 454 B & C.
CONTRACT COMPLIANCE and COST: The Contractor, DCE Construction, Inc., has completed the work under the subject Contract. The project was completed within the Contract Time. The final cost of the project, including overrun and underrun of estimated unit price quantities is $1,852,050.47, a decrease of $50,609.53 or 2.66% under the original Contract Amount.
The decreased cost is a result of the difference between planned and measured quantities. This decrease is primarily the result of an underrun in various Base Unit Price Items and Extra Unit Price Items, which were not necessary to complete the project.
MWBE/SBE PARTICIPATION: The MBE/SBE goal established for this project was 20%. According to Office of Business Opportunity, the participation was 21.27%. Contractor's MBE/SBE performance evaluation was rated Outstanding.
