S49-H26670 – Approve the spending authority to purchase software licenses, maintenance and support renewals for three (3) years from SHI Government Solutions in the total amount of $220,291.41 through the Texas Local Government Purchasing Cooperative (BuyBoard) for the Houston Police Department.
Specific Explanation:
The Chief of the Houston Police Department and the Chief Procurement Officer recommend that City Council approve the spending authority in the total amount of $220,291.41 for the purchase of DigitalPersona Altus software licenses, maintenance and support renewals which includes upgrades for three (3) years through the Texas Local Government Purchasing Cooperative (BuyBoard). Additionally, it is also recommended that authorization be given to issue purchase orders, as necessary, to the BuyBoard contractor SHI Government Solutions for the Houston Police Department(HPD).
The purchase consists of a license upgrade, maintenance and support renewals for DigitalPersona Altus premium. DigitalPersona provides advanced integration options to secure all HPD applications, systems and networks, including web, cloud, Windows, mobile, VDI and VPN. This product brings HPD in compliance with the Federal Bureau of Investigation (FBI) Criminal Justice Information System (CJIS) policy by providing second factor authentication for all remote users with fingerprint biometrics. DigitalPersona has added functionality in its software giving HPD the opportunity to expand.

Hire Houston First:
This procurement is exempt from the City’s Hire Houston First ordinance. Bids/proposals were not solicited because the department is utilizing an Interlocal/Cooperative Purchasing Agreement for this purchase.
Fiscal Note:
Funding for this item is included in the FY2018 Adopted Budget. Therefore, no Fiscal Note is required as stated in the Financial Policy Ord. 2014-1078.
