ORDINANCE appropriating $465,561.00 out of Street & Traffic Control and Storm Drainage DDSRF as an additional appropriation to Professional Engineering Services Contract between the City of Houston and GUNDA CORPORATION, LLC for Wycliffe Drive (Chatterton to Metronome) Drainage and Paving Improvements (Approved by Ordinance No. 2013-0902); providing funding for CIP Cost Recovery relating to construction of facilities financed by the Street & Traffic Control and Storm Drainage DDSRF - DISTRICT A - STARDIG

PROJECT NOTICE/JUSTIFICATION: This project is part of the Capital Improvement Plan (CIP) and is required to address and reduce the risk of structural flooding.  Improvements include modification of street conveyance and sheet flow, and provide detention as needed for mitigation.

DESCRIPTION/SCOPE:  This project provides for the design storm drainage improvements, necessary concrete paving, curbs, sidewalks, driveways and underground utilities.  Project will serve the Western Village and Sherwood Estates areas, the comprehensive Drainage Plan drainage areas W1004 and W1005 and and adjacent drainage areas in the Buffalo Bayou watershed.

LOCATION:  This project generally bounded by Addicks Reservoir to the west, Wycliffe Drive to the east, Metronome Drive to the north, and Chatterton Drive to the south.  The project is located in Key Map Grid 499T.

PREVIOUS HISTORY and SCOPE:  City Council approved the original Contract on October 9, 2013, Ordinance No. 2013-0902 with Gunda Corporation, LLC.  Under this contract, to date, the Consultant has completed the Phase I Preliminary Design.

SCOPE of this SUPPLEMENT and FEE:  The requested additional appropriation will accomplish the following tasks:  Phase II Final Design Basic and Additional Services, as defined in the contract, to design water, drainage and paving improvements and Phase III Construction Phase Services associated with the improvements.  The amount of $396,346.00 is budgeted as Basic Services Fee computed by a lump sum basis.  The Additional Services Fee under the additional appropriation is $5,000.00 for surveying.

The total requested appropriation is $465,561.00 to be appropriated as follows:  $401,346.00 for contract services and $64,215.00 for CIP cost recovery.

PAY or PLAY PROGRAM:  

The proposed contract requires compliance with the City's 'Pay or Play' ordinance regarding health benefits for employees of City contractors.  In this case, the Consultant provides health benefits to eligible employees in compliance with City policy.

M/WBE PARTICIPATION:  The M/WBE goal for this project is set at 24%. The original  Contract amount totals $351,917.00.  The consultant has been paid $107,307.27 (30.49%) to date.  Of this amount, $6,577.47 (6.13%) has been paid to M/WBE sub-consultants.  Assuming approval of the requested additional appropriation, the contract amount will increase to $753,263.00.  The Consultant proposes the following plan to meet the M/WBE goal:
