ORDINANCE appropriating $4,956,628.74 out of Metro Projects Construction DDSRF; $1,776,632.29 out of Street & Traffic Control & Storm Drainage DDSRF; $2,448,432.35 out of Water & Sewer System Consolidated Construction Fund as an additional appropriation to the Advance Funding Agreement between the City of Houston; HARRIS COUNTY AND THE TEXAS DEPARTMENT OF TRANSPORTATION for the reconstruction of Clinton Drive from the Port of Houston Authority Gate 8 Entrance to IH-610; providing funding for CIP Cost Recovery and contingencies relating to construction of facilities financed by Metro Projects Construction DDSRF, Street & Traffic Control & Storm Drainage DDSRF and the Water & Sewer System Consolidated Construction Fund - DISTRICTS B - DAVIS and H - CISNEROS

Background:

SUBJECT: Additional Appropriation to the Advanced Funding Agreement between the City of Houston, Harris County, and the Texas Department of Transportation (TxDOT) for the Reconstruction of Clinton Drive from the Port of Houston Authority Gate 8 Entrance to IH-610.

 

RECOMMENDATION:  Approve an ordinance appropriating additional funds to the Advanced Funding Agreement between the City of Houston, Harris County, and TxDOT.

 

PROJECT NOTICE/JUSTIFICATION: This project is currently authorized in the 2017-2020 Transportation Improvement Program under Texas Transportation Commission Minute Order 114264.  Completing these improvements on Clinton Drive will improve existing drainage, traffic circulation and reduce congestion.  This project will replace a street that has been deteriorated beyond economical repair and normal maintenance.  Under this program, the project is eligible for construction funds from the Federal Highway Administration.  Funding will generally consist of 80% Federal participation and 20% local government participation on eligible construction costs.

  

DESCRIPTION/SCOPE: This project provides for right-of-way acquisition, engineering and construction of a 4-lane concrete roadway with storm sewers, water and sanitary sewer improvements, sidewalks, pavement markings, street lighting and necessary underground utilities.

  

LOCATION: This project is located in Key Map Grids 495 N, P, T and U.

PREVIOUS HISTORY AND SCOPE:  City Council approved the original agreement on June 22, 2011 under Ordinance 2011-0541 and appropriated $1,536,009.00.  On September 4, 2013, by Ordinance No. 2013-0789, City Council approved an amendment to the original agreement with an additional appropriation in the amount of $2,941,209.00.  The original Contract consisted of any and all work necessary to complete the reconstruction of Clinton Drive.  The Consultant has completed the project design.

 

SCOPE OF THIS ADDITIONAL APPROPRIATION AND FEE:  The requested additional appropriation will provide the needed funds for the construction of the existing four-lane Clinton Drive from Port of Houston Gate 8 to IH-610.  Construction will be managed by TxDOT.

 

The total requested amount of $9,181,693.38 is to be appropriated as follows: $7,062,841.06 for project cost, $1,412,568.21 for contingencies and $706,284.11 for CIP Cost Recovery.

  

FISCAL NOTE: No significant Fiscal Operating impact is anticipated as a result of this project.

$4,956,628.74 from Fund 4040 – METRO Projects Construction DDSRF (Supported by Third Party Funds: METRO).

 

Original (previous) appropriation of $1,536,009.00 from Fund No. 4506 – Street and Bridge Consolidated Construction Fund and subsequent additional appropriation of $2,941,209.00 from Fund No. 4042 - Street & Traffic Control and Storm Drainage DDSR.
