Background:

S12-E26609 - Approve payment to SER Construction Partners, LLC. in the amount not to exceed $74,876.25 for sink hole repair services for Houston Public Works.

 

Specific Explanation:

The Director of Houston Public Works and the Chief Procurement Officer recommend that City Council approve payment to SER Construction Partners, LLC. in the amount not to exceed $74,876.25 for Sink Hole Repair Services for the Houston Public Works (HPW) and that authorization be given to issue an automated (SAP) purchase order.

 

On or about March 22, 2017, HPW's Street and Drainage Division became award of a sink hole across the street from the Almeda Wastewater Treatment Plant (WWTP) collection system.  Upon further inspection it was confirmed that due to the cave in, the adjacent sanitary 72-inch manhole (MH) was allowing dirt to enter the wastewater collection system.  In addition, the roadway sub-base material under the asphalt pavement of Almeda Road near Orem was deteriorating, creating a void (18X12X12).  The Strategic Procurement Department issued a purchaser order to SER Construction Partners, LLC. to address the sink hole.  SER Construction Partners, LLC. completed repairs May 25, 2017.  

 

It was imperative that this sink hole be repaired immediately to avoid causing a health and safety hazard to City of Houston personnel and public vehicular traffic traveling along the  Almeda Road corridor.  The sink hole could have also potentially overflowed, spilling sewage, resulting in Environmental Protection Agency (EPA) Sanitary Sewer Overflow (SSO) non-compliance.

 

The EPO covered provisions for repairing the sink hole and compromised roadway.  The Scope of work required the contractor to provide all labor, materials, equipment, permits, insurance, supervision and transportation necessary to immediately mobilize, and provide traffic control,  .  Work included, but was not limited to, sinkhole and manhole repairs, installation of new 72" sanitary manhole and 24" sewer line repairs.  The work also included demolition and restoration of asphalt pavement, and removal of all debris and excess project material upon completion.

 

This recommendation is made pursuant to Chapter 252, Section 252.022 (a) (2) of the Texas Local Government Code for exempted procurements, " which provides a procurement necessary to preserve or protect the public health or safety of the municipality's residents" .

 

Hire Houston First:

This procurement is exempt from the City's Hire Houston First Ordinance.  Bids/proposals were not solicited because the department is utilizing an emergency purchase order for this purchase.

 

Fiscal Note:

Funding for this item is included in the FY2018 Adopted Budget. Therefore, no Fiscal Note is required as stated in the Financial Policy Ord. 2014-1078.
