S78-S26490 – Approve an ordinance awarding a sole source contract to ESi Acquisition, Inc. in the amount not to exceed $446,391.56 for a Services Agreement for A Crisis Information Management System for the Mayor’s Office of Public Safety and Homeland Security.
Specific Explanation:
The Director of the Mayor’s Office of Public Safety and Homeland Security and the Chief Procurement Officer recommend that City Council approve an ordinance awarding a three-year sole source contract with two one-year options to ESi Acquisition, Inc. in the amount not to exceed $446,391.56 for a Services Agreement for A Crisis Information Management System for the Mayor’s Office of Public Safety and Homeland Security. The Chief Procurement Officer may terminate this contract at any time upon 30 day written notice to the contractor.
The scope of work requires the contractor to provide all labor, materials, hosting and maintenance for the Enterprise WebEOC system, a standardized regional information management system that provides real-time sharing of critical information during emergency incidents and significant events.
The Enterprise WebEOC system allows secure access to emergency operations centers (EOCs) from remote sites via computer and web-enabled wireless devices. Remote access allows individuals and organizations to participate in the decision-making process and promote the virtual EOC concept in regard to information sharing, resource tracking, and requests.
The Texas Division of Emergency Management (TDEM) has selected WebEOC as the standard Crisis Information Management System (CISM) across the State of Texas. Many jurisdictions throughout the State of Texas have also adopted the same application as the standard CISM. The implementation and sustaining of WebEOC within the Houston Region promotes the concept of a standard statewide interoperable crisis management system.
This recommendation is made pursuant to Chapter 252, Section 252.022 (a) (7) (A) “a procurement of items that are available from only one source, including: items that are available from only one source because of patents, copyrights, secret processes, or natural monopolies” of the Texas Local Government Code for exempted procurements.

M/WBE Zero Percentage Goal document approved by the Office of Business of Opportunity.
Hire Houston First:
This procurement is exempt from the City’s Hire Houston First Ordinance. Bids/proposals were not solicited because the department is utilizing a sole source for this purchase.
Fiscal Note:
Funding for this item is included in the FY2018 Adopted Budget. Therefore, no Fiscal Note is required as stated in the Financial Policy Ord. 2014-1078.
