Summary:

ORDINANCE appropriating $1,166,269.30 out of the Water & Sewer System Consolidated Construction Fund and $7,874,963.04 out of Street & Traffic Control and Storm Drainage DDSRF, awarding contract to MAIN LANE INDUSTRIES, LTD. for Neighborhood Street Reconstruction Project Number 468; setting a deadline for the bidder’s execution of the contract and delivery of all bonds, insurance, and other required contract documents to the City; holding the bidder in default if it fails to meet the deadlines; providing funding for testing services, CIP Cost Recovery, construction management, and contingencies relating to construction of facilities financed by the Water and Sewer System Consolidated Construction Fund and the Street & Traffic Control and Storm Drainage DDSRF - DISTRICTS D - BOYKINS and K - CASTEX-TATUM

Background:

SUBJECT:  Contract Award for Neighborhood Street Reconstruction Project Number 468.

 

RECOMMENDATION: (SUMMARY)  Accept low bid, award Construction Contract and appropriate funds.

 

PROJECT NOTICE/JUSTIFICATION:  This project is part of the Capital Improvement Plan program and is required to replace existing residential streets that have deteriorated beyond economical repair and normal maintenance.

DESCRIPTION/SCOPE:  This project consists of the replacement of pavement, sidewalks, storm sewer, sanitary sewer, and waterlines. The Contract duration for this project is 400 calendar days. This project was designed by McDonough Engineering Company.

LOCATION:  The first project area is along Simsbrook Drive and is generally bound by Hiram Clarke Road on the west and Regg Drive on the east.  The second project area is bounded by South Acres Drive to the north, Selinsky Road on the south, Murr Way on the east, and Roandale Drive to the west. The project is located in Key Map Grids 571R, 572N, 573H, and 573M.

BIDS:  This project was advertised for bidding on 4/06/2018 and 4/13/2018. Bids were received on 5/03/2018.  The seven (7) bids are as follows:

AWARD:  It is recommended that this construction contract be awarded to Main Lane Industries, Inc. with a low bid of $6,867,693.62 and that Addendum Number 1 be made a part of this Contract.

 

PROJECT COST:  The total cost of this project is $9,041,232.34 to be appropriated as follows:

Testing Services will be provided by Geotest Engineering, Inc. under a previously approved contract.

 

Construction Management Services will be provided by Brian Smith Construction and Inspection, LLC under a previously approved contract.

 

HIRE HOUSTON FIRST:  The proposed contract requires compliance with the City’s ‘Hire Houston First’ (HHF) ordinance that promotes economic opportunity for Houston business and supports job creation. In this case, Mine Lane Industries, Inc. is a designated HHF company, but they were the successful awardee without application of the HHF preference.

 

 

 

 

  

  

PAY OR PLAY PROGRAM:  The proposed contract requires compliance with the City’s ‘Pay or Play’ ordinance regarding health benefits for employees of City contractors. In this case, the Contractor provides health benefits to eligible employees in compliance with City policy.

 

M/WSBE PARTICIPATION:  The contractor has submitted the following proposed program to satisfy the 11% MBE goal and 7% WBE goal for this project.
