Summary:

ORDINANCE authorizing the transfer $2,914,000.00 from Water & Sewer System Consolidated Construction Fund to the HPW-SETL Construction Fund and appropriating $2,914,000.00 out of HPW-SETL Construction Fund and appropriating $437,100.00 Water & Sewer System Consolidated Construction Fund; approving and authorizing a first amendment to Professional Engineering Services Contract between the City of Houston and LOCKWOOD, ANDREWS & NEWNAM, INC for Design of the Highway 3 Distribution Water Line as part of the Southeast Transmission Water Line System (Approved by Ordinance No. 2015-0623); providing funding for CIP Cost Recovery Relating to Construction of facilities financed by Water & Sewer System Consolidated Construction Fund and The HPW-SETL Construction Fund - DISTRICT E - MARTIN

Background:

SUBJECT: First Amendment to Professional Engineering Services Contract between the City and Lockwood, Andrews & Newnam, Inc. for Professional Engineering Services Associated with the Technical Support Services for Design of the Highway 3 Distribution Water Line as part of the Southeast Transmission Water Line System. 

 

RECOMMENDATION: Approve First Amendment to the Professional Engineering Services Contract with Lockwood, Andrews & Newnam, Inc., and appropriate funds.

 

PROJECT NOTICE/JUSTIFICATION:  This project will provide the technical support services for design of needed improvements in the City’s Southeast Water System.  Currently, the City does not have a distribution water line dedicated solely to serve City customers along Highway 3 from Fuqua Street to Houston/Webster City Limit (1,500 feet before North of W. Texas Avenue).  However, there is an existing 42-inch transmission water line which was constructed in the early 1970s dedicated to serve in the roles as both transmission and distribution. The improvements are focused on replacing this existing 42-inch water transmission line. To minimize disruptions to customers and to increase reliability and redundancy, a separate distribution line is necessary, solely to serve City customers.  The project will increase flow capacity to the customers served in this area.

 

DESCRIPTION/SCOPE:  This additional appropriation will fund various professional engineering services and additional services in support of acquiring easements for the construction of the distribution water line ranging in diameters from 8-inch to 24-inch along Highway 3 from Fuqua Street to Houston/Webster City Limit. The services include surveying, limited geotechnical, technical support, and environmental assessments associated with acquiring easements and real estate support for the new distribution line.  

 

LOCATION:  The distribution water line project is located primarily along Highway 3 from Fuqua to Houston/Webster City Limit. The project is located in Key Map Grid Nos. 576 R, 577 N, S, W, X, 617 B, C, G, H, M, R, and 618 N.

 

PREVIOUS HISTORY AND SCOPE:  City Council approved the original Contract on June 24, 2015 under Ordinance No. 2015-0623. The scope under the original contract included funds for phase I - preliminary engineering reports for the distribution water line along Highway 3 from Fuqua Street to Houston /Webster City Limit and the transmission line along Highway 3 from Grayson Street to Magnolia Avenue.  The tasks include design, limited phase I environmental services, limited geotechnical services, surveying, real estate acquisition support, engineering support, and coordination support for a segment of the transmission line. Additional funds are needed to perform the same services for the remaining segments.

 

SCOPE OF THIS AMENDMENT AND FEE:  Under the scope of the First Amendment, the Engineer will accomplish the following tasks for the Highway 3 Distribution Line: technical review services in support of engineering design services and additional services.  Additional services include corrosion protection, cathodic protection commissioning and field support, real estate support, water line conceptual design for real estate acquisition, project hydraulic modeling & shutdown planning, transient (surge) analysis, surveying services, drug detection and deterrence, environmental site assessments, and review, coordination with other projects and other agency projects. The sum of $194,000.00 is budgeted as basic services fee and will be negotiated on a lump sum basis. Certain other additional services are also proposed to be lump sum or on a reimbursable basis.  The total additional services fee under the additional appropriation is $2,720,000.00.

 

The total requested appropriation is $3,351,100.00 to be appropriated as follows:  $2,914,000.00 for contract services and $437,100.00 for CIP cost recovery.

 

PAY OR PLAY PROGRAM:  The proposed contract requires compliance with the City’s ‘Pay or Play’ ordinance regarding health benefits for employees of City contractors.  In this case, the Contractor provides health benefits to eligible employees in compliance with City policy.

 

 

 

 

 

 

 

 

M/WBE PARTICIPATION: The M/WBE goal established for this project is 24%. The original Contract amount totals $1,664,000.00. The Consultant has been paid $1,500,834.17 (90.19%) to date. Of this amount, $339,035.36 (22.59%) has been paid to the M/WBE sub-consultants to date. Assuming approval of the requested additional appropriation, the contract amount will increase to $4,578,000.00. The Consultant proposes the following plan to meet the M/WBE goal.
