RECOMMENDATION: The General Services Department recommends approval of final contract amount of $4,995,879.35 and acceptance of work on contract with Bartlett Cocke General Contractors, LLC, for Fire Station No. 67 Expansion and Renovation – 1.57% under the original construction amount.
SPECIFIC EXPLANATION: On September 4, 2013, by Ordinance No. 2013-784, City Council awarded a design/build contract to Bartlett Cocke General Contractors, LLC to provide pre-construction and construction phase services for the Fire Station No. 67 Expansion and Renovation. The General Services Department and Bartlett Cocke General Contractors, LLC agreed to a Guaranteed Maximum Price (GMP) for construction services in the amount of $5,075,139.00. The General Services Department recommends that City Council approve the final construction amount of $4,995,879.35 or 1.57% below the original GMP, accept the work and authorize final payment to Bartlett Cocke General Contractors, LLC.
PROJECT LOCATION: 1616 West Little York, Houston, Texas (Key Map 412X)
PROJECT DESCRIPTION: The project converted the four-bay station into a ‘drive-through’ station for the apparatus; added support spaces; upgraded the facility to current code compliance and ADA compliance; added a women’s restroom and addressed deteriorating conditions.
PREVIOUS HISTORY AND PROJECT SCOPE: On June 4, 2014, by Ordinance No. 2014-549, City Council appropriated an additional sum of $322,800.00 to the design/build contract to complete the design phase, and an additional sum of $5,319.00 for civic art. On October 15, 2014, by Ordinance No. 2014-932, City Council authorized a First Amendment, which added design development and pre-construction management services to the contract. On May 6, 2015, by Ordinance No. 2015-418, City Council authorized a Second Amendment, which added construction document and construction administration phase services to the contract and appropriated an additional sum of $5,766,000.00 for construction phase services.
CONTRACT COMPLETION AND COST: The contractor completed the project within 537 days: the original contract time of 493 days, plus 44 days approved by the Change Order. The final construction cost of the project is $4,995,879.35, a decrease of $79,259.65 below the original GMP.

PREVIOUS CHANGE ORDER: Change Order No. 1 added 44 non-compensable days to the contract duration and a credit of $79,259.65 to the City because the actual construction costs were less than the GMP.
CONSTRUCTION GOALS: The contract contained a combined 24% MBE/SBE goal. According to the Office of Business Opportunity, the contractor achieved 15.58% MBE/SBE participation and was assigned a satisfactory rating.
