SUBJECT: Petition for the City’s consent to the addition of 2.398 acres to Fort Bend County Municipal Utility District No.134B (Key Map No. 566H).
RECOMMENDATION: Petition for the City’s consent to the addition of 2.398 acres to Fort Bend County Municipal Utility District No. 134B be approved.
SPECIFIC EXPLANATION: Fort Bend County Municipal Utility District No.134B was created through an act of the Texas Legislature in 2007, and currently consists of 1,118.262 acres within Fort Bend County. The district is within the extraterritorial jurisdiction of the City and has petitioned the City for consent to add 2.398 acres of vacant land, proposed be developed as single family residential properties, to the district. The proposed annexation tract is located in the vicinity of Owens Road, Grand Parkway/SH 99, Beechnut Road, and FM 1464. The addition of land to the district does not release it from the City’s extraterritorial jurisdiction.
The Utility District Review Committee has evaluated the application with respect to wastewater collection and treatment, potable water distribution, storm water conveyance, and other public services.
The District has a wastewater collection system and treatment facility. The annexation tract will be provided with wastewater treatment by the Fort Bend County Municipal Utility District No.134A Wastewater Treatment Plant No.1. This regional plant also provides wastewater treatment to County No.134B Water Plant No.1, and Fort Bend County Municipal Utility District No. 134C. Potable water is provided by Fort Bend.
The nearest major drainage facility for Fort Bend County Municipal Utility District No.134B is Oyster Creek, which flows into Flat Bank Creek, then into the Brazos River, and finally into the Gulf of Mexico. The proposed annexation tract is not within the 100-year floodplain, and partially within the 500 year floodplain (53%).
By executing the Petition for Consent, the district has acknowledged that all plans for the construction of water conveyance, wastewater collection, and storm water collection systems within the district must be approved by the City of Houston prior to their construction.
The Utility District Review Committee recommends that the subject petition be approved.
