SUBJECT: Petition for the City’s consent to the creation of 371.81 acres of land as Harris County Municipal Utility District No. 558 (Key Map No. 286U&Y).
RECOMMENDATION: Petition for the City’s consent to the creation of 371.81 acres of land as Harris County Municipal Utility District No. 558 be approved.
SPECIFIC EXPLANATION: The owners of 371.29 acres of land, located within Harris County and in the extraterritorial jurisdiction of the City, have petitioned the City for consent to create a district. The proposed district will consist of 371.81 acres, of which .52 acres are owned by Harris County. All of the land is vacant and proposed be developed as single family residential property. The proposed district is located in the vicinity of Grand Parkway, Mueschke Road, FM 2920, and Cypress Rosehill Road. The creation of the district does not release it from the City’s extraterritorial jurisdiction.
The Utility District Review Committee has evaluated the application with respect to wastewater collection and treatment, potable water distribution, storm water conveyance, and other public services.
The District will have a wastewater collection system and will be provided with wastewater treatment by Harris County Municipal Utility District No. 542. Potable water will be provided by the district via Harris County Municipal Utility District No. 542.
The nearest major drainage facility for Harris County Municipal Utility District No. 558 is the Harris County Municipal District No. 542 drainage channel which flows to Willow Creek, then to Cypress Creek, then into Spring Creek, then into the San Jacinto River, and finally into Lake Houston. The proposed annexation tract is within the 100 year floodplain (8.3%) and within the 500 year floodplain (8.4%).
By executing the Petition for Consent, the district has acknowledged that all plans for the construction of water conveyance, wastewater collection, and storm water collection systems within the district must be approved by the City of Houston prior to their construction.
The Utility District Review Committee recommends that the subject petition be approved.
